Operating an unlicensed employment agency or overcharging a job-seeker are offences under the Employment Ordinance. The maximum fine for each offence is $25,000.
The spokesman said the Commissioner for Labour might refuse to issue or renew, and could revoke a licence if the person operating or intending to operate the employment agency had contravened any provision of Part XII of the Employment Ordinance or the Employment Agency Regulations.
