"Service providers pursue manpower saving through streamlining their operations and through more extensive use of computers and other forms of automation. They also seek to lower the cost of occupancy through office decentralisation and rationalisation of space usage.

"The state of the property market now gives us some breathing space in regard to the prices and rentals of accommodation. We will continue to do more for the development of human resources, especially through retraining," he said.

Apart from the positive economic indicators, Sir Hamish said there were other good news such as the agreement on the Court of Final Appeal.

"We are entitled as a community to take comfort from the agreement on the Court of Final Appeal, and the prospect this holds out of successfully maintaining the rule of law beyond 1997," said Sir Hamish, urging legislators to accept the agreement because new variations on this theme were simply not realistic.

Lama helicopter to stop aerial works pending enquiry

A Lama helicopter operated by Heliservices (Hong Kong) Limited suffered an accident at 9.10 am this (Thursday) morning while carrying out aerial work to transport an underslung load in Yuen Long, New Territories. The aircraft was substantially damaged but neither the pilot nor any person on the ground was injured.

On June 9, another Lama helicopter operated by the Heliservices was damaged in a landing accident after carrying out the same type of aerial work in the same general area. The Civil Aviation Department is conducting an inspector's investigation into this earlier accident.

In view of the two aircraft accidents involving the same type of helicopter and the same type of aerial work, the Director of Civil Aviation, Mr Peter Lok Kung-nam, has told Heliservices to cease such aerial work with this type of helicopter pending due enquiry.
