Measures to strengthen controls include the following:
The AA is permitted to undertake only airport-related activities;
The prior consent of the Financial Secretary is required before restrictions on charging and disposal of land and buildings in the Land Grant could be changed;
The Financial Secretary has the power to direct the AA not to delegate any of its statutory functions without his agreement;
The Governor may direct the AA not to borrow any sum above a specified amount without the prior written consent of the Financial Secretary;
The quorum for all meetings of the AA's Board shall be at least half of the members of the AA of whom at least two shall be public officers; and
Compensation will be payable to the AA only where compliance with a direction given by the Governor-in-Council in the public interest results in the Authority being unable to pay a debt or discharge a legal obligation.
