Mr Chong is a blind person and has been an executive committee member of the Hong Kong Association of the Blind since 1976 and president since 1987. He is a member of the Oxfam Executive Committee and is active in rehabilitation work.
Mr Chu Hak-kong, Victor
A Chief Immigration Assistant, Mr Chu joined the Service in 1977 and has been Vice-Chairman of the Immigration Assistants Union since 1989. He was a volunteer member of the Civil Aid Services for 20 years.
Mr Alfred Chui Wing-man, JP
Mr Chui is a former Assistant Director of Social Welfare and served in the department for over 36 years before his recent retirement. He was involved with youth, family and elderly services during his career.
Mr Joseph Fung Kwok-him
Mr Fung is Senior Assistant Commissioner (Operations) in the Civil Aid Services, of which he has been a volunteer member for over 30 years. He has been particularly concerned in the management of Vietnamese migrants.
Mr Raymond Ho Chau-cheung
Mr Ho joined the Hong Kong Government service in 1958 and has been a Senior Clerical Officer since 1978. He worked in a number of different branches and departments before joining the Royal Hong Kong Police Force Finance Division in 1989.
Dr Norman Robert Honey
