Mr Willoughby took up a teaching post in the University of Hong Kong Law Faculty in 1960 and was head of department and professor from 1975 to 1986. He has served on a large number of committees and advisory bodies. He is an expert on taxation and the law and co-author of the Hong Kong Encyclopaedia of taxation.

Miss Pamela Doris Barton
Miss Barton is President of the Royal Society for the Prevention of Cruelty to Animals, Hong Kong, and she has been associated with the branch for over 30 years. She has also been active in charitable work.
Mr Chan Hon-yiu
Mr Chan is a Clerical Officer I in the Immigration Department. He joined the Hong Kong Government service in 1960 and has been with the department for more than 17 years.
Mr Cheng Cho-yem
Mr Cheng is a supervisor in the Civil Aid Services, Kowloon North, and has been a volunteer member of the services for 31 years. He has also been a serving member of the St John Ambulance Association and Brigade.
