MR STRACHAN SAID IN ADDITION TO CHILDREN AND YOUTH AGED BETWEEN SIX AND 24, ABLE-BODIED AND DISABLED, OLDER YOUTH WOULD ALSO BE SERVED IN THOSE CENTRES.

FAILING TO TAKE OUT INSURANCE POLICIES FOR THEIR EMPLOYEES WOULD FACE HEAVY FINES UNDER THE EMPLOYEES COMPENSATION ORDINANCE (ECO), A SENIOR LABOUR OFFICER OF THE LABOUR DEPARTMENT'S EMPLOYEES' COMPENSATION DIVISION, MRS JENNY CHAN, SAID TODAY (SATURDAY).

MRS CHAN SAID THREE SEPARATE COMPANIES HAD RECENTLY BEEN FINED TOTAL OF $40,000 BY THE COURT FOR FAILING TO TAKE OUT INSURANCE POLICIES FOR EMPLOYEES WHO WERE INJURED AT WORK.

"EVERY EMPLOYER IS REQUIRED BY LAW TO TAKE OUT AN INSURANCE POLICY FOR ALL HIS EMPLOYEES TO COVER THE FULL AMOUNT OF HIS LIABILITY UNDER THE ECO AND COMMON LAW.

"THE OBJECTIVE IS TO ENSURE THAT AN EMPLOYER CAN FULFILL HIS LEGAL OBLIGATION TO COMPENSATE HIS EMPLOYEES WHO ARE INJURED OR DIE IN A WORK ACCIDENT, SHE SAID.

"THIS STATUTORY REQUIREMENT APPLIES TO EMPLOYERS HIRING BOTH FULL-TIME AND PART-TIME EMPLOYEES. AN EMPLOYER MUST FULFILL THIS LEGAL OBLIGATION EVEN THOUGH HE EMPLOYS JUST ONE EMPLOYEE, SHE ADDED.

SHE ADVISED EMPLOYERS THAT PURCHASING INSURANCE POLICIES FOR THEIR EMPLOYEES WOULD DO GOOD THAN HARM AS IT WOULD COVER THEIR FULL LIABILITIES UNDER THE LAW,

IN FEBRUARY THIS YEAR, A WORKER OF THE TOPGEAR ENGINEERING COMPANY IN KWAI CHUNG SUSTAINED INJURIES AT WORK. INVESTIGATIONS BY THE LABOUR DEPARTMENT REVEALED THAT THE COMPANY HAD NOT TAKEN OUT AN INSURANCE POLICY FOR THE INJURED WORKER.
