CONCERTED EFFORTS TO EASE TRAFFIC JAM AT CONTAINER PORT AREA

A NUMBER OF MEASURES HAVE BEEN IMPLEMENTED IN THE PAST MONTHS BY ALL PARTIES CONCERNED IN AN EFFORT TO BASK TRAFFIC CONGESTION IN THE KWAT CHUNG CONTAINER PORT AREA.

OF LAND AT THE
SINCE JUNE LAST YEAR, ABOUT 21 HECTARES CONTAINER PORT HAS ALREADY BEEN ALLOCATED FOR CONTAINER RELATED USK INCLUDING CONTAINER STORAGE, PARKING AND REPAIR.
THE OPPORTUNITY HAS BEEN TAKEN TO IMPOSE LEASE CONDITIONS FOR THE PROVISION OF ADEQUATE QUEUEING AND WAITING SPACES WITHIN THESE BACK-UP SITES TO IMPROVE TRAFFIC SITUATION.
"SO FAR, THE CONDITION OF QUEUEING OF VEHICLES IN PUBLIC ROADS OUTSIDE THE VARIOUS TERMINALS AND DEPOTS HAS MUCH IMPROVED, MR LUI SAID.
MOREOVER, SOME 6. 3 HECTARES OF LAND HAVE BEEN OR IN THE PROCESS OF BEING ALLOCATED FOR USE AS VEHICLE HOLDING ARBAS DURING EMERGENCIES WHICH PROVED TO BE VERY USEFUL.
HE POINTED OUT THAT A NUMBER OF ROAD PROJECTS HAD ALSO BEEN IMPLEMENTED SINCE JULY LAST YEAR IN ORDER ΤΟ ENHANCE TRAFFIC CIRCULATION IN THE AREA.
THESE INCLUDED THE IMPLEMENTAT FON OF 24-HOUR URBAN CLEARWAY RESTRICTION ALONG BOTH SIDES OF THE WHOLE SECTION OF CONTAINER PORT ROAD, PROVISION OF EMERGENCY EXITS AT APPROPRIATE LOCATIONS, ADDITION OF TRAFFIC LANE NEAR ROUNDABOUT 3 AND MODIFICATION OF ROUNDABOUT 5 SO AS TO INCREASE THE ENTRY CAPACITY AT THE ROUNDABOUT.
IN ORDER TO BRING THE KWAI TSING ARRA UNDER SURVEILLANCE, THREE TRAFFIC SURVEILLANCE CAMERAS HAVE BEEN INSTALLED IN STRATEGIC LOCATIONS IN THE AREA, WITH THE FOURTH TO BE INSTALLED SHORTLY.
ON COMPLETION OF THE FOURTH ONE, ALL CRITICAL AREAS ALONG CONTAINER PORT ROAD, KWAI CHUNG ROAD, THE TSING YI BRIDGES AND THE TSUEN TSING AND KWAI TSING INTERCHANGE WILL BE PUT UNDER SURVEILLANCE.
IN ADDITION, THE POLICE HAVE DEVISED A NEW EMERGENCY TRAFFIC DIVERSION PLAN AIMED AT REDUCING THE LEVEL OF TRAFFIC CONGESTION IN THE CONTAINER PORT AREA DURING EMERGENCIES WHEN THERE IS AN UPSURGE OF TRAFFIC.
THE MAIN FEATURE OF THE SCHEME IS TO PHYSICALLY SEPARATE THE EXISTING SIX ACCESS POINTS TO THE CONTAINER PORT INTO TWO SERVICING AREAS WITH THREE ACCESS POINTS LEADING TO TERMINALS ONE TO FIVE AS WELL AS THE CONTAINER FREIGHT STATIONS IN THE NORTHERN PART CONTAINER PORT ROAD, AND THE OTHER THREE ACCESS POINT'S TO SIX TO EIGHT.
