Another question about arms control--corporation [?]. The Korea issue, the North Korea issue complicates this very much. Is there not a feeling right now that there's a limit on how far china can be pushed in certain directions, given that its participation and help would be necessary in dealing with North Korea.
Have you discussed this during your trip and what are the- results?
GOVERNOR PATTEN:
I haven't discussed the North Korean situation in any detail. I've got my work cut out being Governor of Hong Kong, but I am aware of that dimension and I'm sure that it's an issue which is being discussed or will be discussed bilaterally between US officials and Chinese.

I think it's very difficult for me to answer that question, but I'm sure that a better and more cooperative relationship in some areas would have an impact on the totality of the relationship as well

I had a very good and enjoyable meeting with President Clinton, who was as courteous, charming and intelligent and articulate as I'd been led to expect.
I don't think it's productive for me to go further than I have already on MFN. The Administration is shaping its policy and taking account of all the factors which I mentioned earlier.

I think that because I'm such a judicious and diplomatic fellow I wouldn't give explicit advice to china on their human rights, except to hope that China would enjoy a good dialogue with the US on the issue.
