POLL TO SEEK HA STAFF VIEWS

THE HOSPITAL AUTHORITY WILL SHORTLY BE CONDUCTING AN OPINION SURVEY AMONG ALL PROFESSIONAL STAFF, INCLUDING DOCTORS AND NURSES, THE SECRETARY FOR HEALTH AND WELFARE, MRS ELIZARETI WONG, TOLD THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY).

IN A WRITTEN REPLY TO A QUESTION BY DR THE HON CONRAD LAM KUI –

SHING, MRS WONG SAID THE SURVEY WOULD SEEK STAFF VIEWS ON VARIOUS ASPECTS OF THEIR WORK, INCLUDING THEIR CARPER COMMITMENT AND SUGGESTIONS ON FUTURE REFORMS.

SHE DESCRIBED THE SURVEY AS PART OF AN ON-GOING EFFORT TO STRENGTHEN THE AUTHORITY'S COMMUNICATION WITH STAFF.

MRS WONG ALSO TOLD THE COUNCIL THAT THE WASTAGE OF MEDICAL AND NURSING STAFF WORKING IN THE PUBLIC SECTOR HAD IMPROVED SINCE THE HOSPITAL AUTHORITY TOOK OVER THE MANAGEMENT AND CONTROL OF ALL PUBLIC HOSPITALS IN DECEMBER 1991.

SHE SAID THE AVERAGE WASTAGE RATES FOR DOCTORS AND NURSES IN 1992 WERE EIGHT AND 10 PER CENT RESPECTIVELY, COMPARED WITH 10 AND 11 FOR EX-GOVERNMENT HOSPITALS AND 24 AND TI PER CENT FOR EX-SUBVENTED HOSPITALS IN 1990.

"THE HOSPITAL AUTHORITY ANTICIPATES THAT THERE WILL BE SUFFICIENT MANPOWER TO COPE WITH THE WASTAGE OF MEDICAL STAFF, MRS WONG SAID.

ON PLANS ΤΟ RETAIN SERVING MEDICAL STAFF, THE SECRETARY REVEALED THAT OPPORTUNITIES FOR PROFESSIONAL AND MANAGERIAL TRAINING HAD BEEN ENHANCED TO ATTRACT AND RETAIN STAFF.

DURING THE PERIOD FROM APRIL 1992 TO JANUARY 1993, DOCTORS HAVE RECEIVED PROFESSIONAL TRAINING THROUGH PROGRAMMES, CONFERENCES AND LOCAL COURSES," SHE SAID.

"IN ADDITION, 245 DOCTORS HAVE ATTENDED IN-HOUSE DEVELOPMENT MODULES ORGANISED BY THE HOSPITAL AUTHORITY.

THE REMUNERATION PACKAGE DESIGNED FOR HOSPITAL AUTHORITY AND THE ADOPTION OF A PROMOTION POLICY WITH GREATER EMPHASIS ON RATHER THAN SENIORITY WILL ALSO CONTRIBUTE TOWARDS BETTER RETENTION.

LOCAL GRADUATES WILL POMPINUP TO BE RE REITER 17 TRE JUNTOR LEVEL WHILE SERVING OFFICERS ARE BEING PR AIDEI WITH FURTHER TRAINING TO ACQUIRE THE NECESSARY SKILLS AND KNOWLEDGE FOR VACANCIES AT A MORE SENIOR LEVEL ARISING FROM THE DEPARTURE OF EXPERIENCED STAFF.

MRS WONG ADDED, OVERSEAS RECRUITMENT WOULD BE CONDUCTED AS AND WHEN NECESSARY IF SUITABLEF CANDIDATES AVAILABLE LOCALLY TO FILL ANY SPRUTALIST POSTS.
