IN A WRITTEN REPLY TO A QUESTION BY THE HON MRS PEGGY LAM, MRS CHAN SAID THE GOVERNMENT WAS REVIEWING THE LEVEL OF FINES THROUGHOUT THE TELECOMMUNICATION ORDINANCE.
THE ADMINISTRATION INTENDS TO PUT FORWARD DRAFT LEGISLATION WHICH PROPOSES AN INCREASE IN FINES OF UP TO 10 TIMES, SHE ADDED.
AT PRESENT, THE ORDINANCE PROVIDES FOR A MAXIMUM FINE OF $5,000 IMPRISONMENT FOR TWO YEARS FOR THE ILLEGAL POSSESSION OR USE OF RADIOCOMMUNICATION APPARATUS.
AND
IN THE PAST THREE YEARS, 395 CASES INVOLVING THE INSTALLATION OF ILLEGAL RADIOCOMMUNICATION EQUIPMENT IN TAXIS HAVE BEEN DETECTED.
TO DATE THERE HAVE BEEN 295 PROSECUTIONS IN RESPECT OF THESE CASES, ALL OF WHICH HAVE BEEN SUCCESSFUL.

INSURANCE PREMIUMS SHOULD BE SET BY MARKET FORCES

BOTH THE GOVERNMENT AND THE LEGISLATIVE COUNCIL HAVE FELT THAT THE PROPER LEVEL OF MOTOR VEHICLE INSURANCE PREMIUMS SHOULD BEST BB ACHIEVED THROUGH MARKET FORCES, THE SECRETARY FOR MONETARY AFFAIRS, MR DAVID NENDICK, SAID TODAY (WEDNESDAY).

MOTORISTS MAY COMPARE THE POLICIES AND TERMS OFFERED BY ANY THE 86 COMPANIES THAT ARE AUTHORISED TO WRITE MOTOR VEHICLE INSURANCE BEFORE CHOOSING THE ONE THAT IS BEST SUITED TO THEIR NEEDS, HE SAID.
REPLYING TO A QUESTION BY DR THE HON TANG SIU-TONG IN THE LEGISLATIVE COUNCIL, MR NENDICK SAID THERE WERE ALSO MANY INSURANCE BROKERS WHO CAN GIVE PROFESSIONAL ADVICE.
I THE GOVERNMENT WILL CONTINUE TO MONITOR INSURANCE COMPANIES, AND CONTINUE то KEEP ITS ARRANGEMENTS FOR MONITORING THEM UNDER REVIEW, HE SAID.

THE MONITORING ARRANGEMENTS ARE DIRECTED AT ENSURING THAT INSURANCE COMPANIES ARE CONTROLLED AND MANAGED BY FIT AND PROPER PERSONS AND ARE FINANCIALLY CAPABLE OF MEETING THEIR LIABILITIES.
THE STATUTORY POWERS GRANTED TO THE COMMISSIONER OF INSURANCE TO OBTAIN INFORMATION AND TO IMPOSE REQUIREMENTS SPECIFICALLY PREVENT HIM FROM REQUIRING AN INSURER TO AMEND THE PREMIUMS PAYABLE IN RESPECT OF ANY POLICY OR CLASS OF POLICY.
MR NENDICK ADVISED CONSUMERS WHO FEEL THAT THE GENERAL POLICY TERMS AND LEVELS OF PREMIA OFFERED WERE TOO HIGH TO APPROACH THE CONSUMER COUNCIL.
IF THE COMPLAINT RELATES TO AN INSURANCE CLAIM, THE INSURANCE CLAIMS COMPLAINTS BUREAU, WHICH, IN THE LIGHT OF THE INDUSTRY'S CODES OF PRACTICE, ADJUDICATES COMPLAINTS RELATING TO MOTOR VEHICLE CLAIMS OF UP TO $250,000, CAN BE APPROACHED.
