HE NOTED THAT PROJECTIONS BY THE INTEREST GROUPS OF FUTURE HARDSHIP FOR MANY OF THE AFFECTED TENANTS ALSO APPEARED TO HAVE BEEN SIGNIFICANTLY OVERSTATED.

IN 1994, THEY WOULD ONLY RESULT IN ADDITIONAL RENT PAYMENTS OF ABOUT $35 PER BED SPACE AND $74 PER SINGLE ROOM WHICH WOULD BE ABOUT ONE PER CENT OF THE OCCUPANT'S INCOME.
