THE GOVERNMENT IS FURTHER CONSULTING LIVESTOCK FARMERS DETAILS OF THE PROPOSALS TO IMPLEMENT THE LIVESTOCK KEEPING LICENSING SCHEME.

DETAILS OF THE PROPOSED SCHEME ARE CONTAINED IN A LETTER TO LIVESTOCK FARMERS AND THEIR ASSOCIATIONS WHO HAVE BEEN ASKED TO GIVE THEIR VIEWS BY SEPTEMBER 15 THE LATEST.

VIEWS OF MEMBERS OF THE LIVESTOCK WASTE DISPOSAL CONSULTATIVE COMMITTEE AND THE LIVESTOCK SUB-COMMITTEE OF THE ADVISORY COMMITTEE ON AGRICULTURE AND FISHERIES WILL ALSO BE SOUGHT.
A SPOKESMAN FOR THE PLANNING, ENVIRONMENT AND LANDS BRANCH TODAY (WEDNESDAY) SAID THE SCHEME WOULD REQUIRE LIVESTOCK FARMERS то OBTAIN A LIVESTOCK KEEPING LICENCE FROM THE DIRECTOR OF AGRICULTURE AND FISHERIES WHO MUST BE SATISFIED THAT AN ACCEPTABLE WASTE TREATMENT SYSTEM HAS BEEN INSTALLED AND THAT THE FARM WILL BE ABLE TO COMPLY WITH THE LICENSING CONDITIONS.
THE SPOKESMAN SAID IT WAS ALSO PROPOSED THAT SHORT-TERM TENANCIES BE ISSUED TO FARMERS AS A MEASURE TO REGULARISE THE STATUS OF FARM STRUCTURES ERECTED ON GOVERNMENT LAND.
IN ORDER TO ENCOURAGE LIVESTOCK FARMERS TO INVEST IN THE WASTE TREATMENT SYSTEMS, THE GOVERNMENT WILL RELAX THE RULES FOR CALCULATING THE HEIGHT OF THE FARM STRUCTURES AS WELL AS THE RULES FOR REBUILDING.
IS ALSO PROPOSED THAT THE EXISTING LIVESTOCK WASTE PROHIBITION AREA BE EXPANDED IN LINE WITH THE RECENT EXTENSION OF NEW TOWN BOUNDARIES TO COVER THE AMENDED NEW TOWN AREA, RURAL TOWNSHIPS, AIRPORT AND PORTS DEVELOPMENT AREAS AND AREAS OF HIGH GRADE RECREATIONAL VALUE.
