* TO REDUCE WASTAGE BY PROVIDING MORE PERSONAL GUIDANCE AND SUPPORT TO ASSIST JUNIOR POLICE CONSTABLES IN COPING WITH THE DEMANDS OF WORK AND IMPROVING THE PAY AND CONDITIONS OF SERVICE OF JPOS.

COMMENTING ON THE PROPOSED PAY ADJUSTMENT, MR WIGGHAM SAID: "THE POLICE HOLD A SPECIAL POSITION IN OUR SOCIETY. IN RECOGNITION OF THE UNIQUENESS OF THE POLICE, AS THE GOVERNMENT'S AGENCY OF LAST RESORT, A SEPARATE POLICE PAY SCALE WAS ESTABLISHED IN 1988.

"IT FOLLOWS THAT THE POLICE PAY SCALE MUST BE CAPABLE OF BEING ADJUSTED INDEPENDENTLY OF THE OTHER CIVIL SERVICE PAY SCALES.

"THE PROPOSED CHANGES TO THE POLICE PAY SCALE ARE JUSTIFIED A UNIQUE COMBINATION OF FACTORS FACING THE POLICE AND ARE BASED ON ESTABLISHED PRINCIPLES AND PRACTICES.

"THE PROVISION OF ADDITIONAL INCREMENTS ON PASSING OUT FROM THE POLICE TRAINING SCHOOL AND AFTER THE SECOND YEAR OF SERVICE RESPECTIVELY IS A WELL-TRIED AND PROVEN METHOD OF REDUCING WASTAGE WHERE THE PROBLEM IS MOST SERIOUS.

"THE PROPOSED EXTENSION OF THE POLICE CONSTABLE PAY SCALE RESTORES THE LENGTH OF THE PAY SCALE SO AS TO MAINTAIN A REASONABLE CAREER STRUCTURE AND ENSURES A UNIFORM PAY DIFFERENTIAL WITH THE OTHER DISCIPLINED SERVICES THROUGHOUT THE RANK.

IT SHOULD ALSO HELP RETENTION AMONG THE MORE SENIOR PCS. THE CONSEQUENTIAL ADJUSTMENTS TO THE SERGEANT AND STATION SERGEANT PAY SCALES ARE NECESSARY TO MAINTAIN INTERNAL RELATIVITIES AND TO REFLECT THE DIFFERENCES IN THE JOB NATURE OF THE RANKS.

THE STUDY GROUP ALSO PROPOSED A NUMBER OF IMPROVEMENTS TO THE DEATH BENEFITS FOR THE FAMILIES OF OFFICERS KILLED ON WILL ALSO APPLY TO THE OTHER DISCIPLINED SERVICES.
