HE POINTED OUT THAT HONG KONG COULD HAVE TRIED TO ACHIEVE WORKS IN SUCH PURSUIT IN LITTLE PIECES, FITTING IN SUCH IMPROVEMENTS TO EACH ELIMINATE THE ENVIRONMENTAL AREA AS IT COULD MANAGE AND TRYING TO BLACK SPOTS.
