IMPROVEMENTS TO TRAFFIC FLOW IN SAI KUNG

IMPROVEMENTS HAVE BEEN MADE TO THE TRAFFIC FLOW AT THE JUNCTION OF HIRAM'S HIGHWAY AND CLEAR WATER BAY ROAD, THE SECRETARY FOR TRANSPORT, MR MICHAEL LEUNG, INFORMED THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY).

IN A WRITTEN REPLY TO A QUESTION BY THE HON EMILY LAU, MR Leung SAID THESE MEASURES INCLUDED LOWERING THE SPEED LIMIT, AND BETTER TRAFFIC SIGNS.

ON THE FLYOVER PROJECT DESIGNED TO IMPROVE TRAFFIC FLOW IN THE AREA,

MR LEUNG SAID THE PROJECT IS NOW IN CATEGORY C OF THE PUBLIC WORKS PROGRAMME WITH AN ESTIMATED COST OF $61 MILLION.

"IF IT SUCCEEDED IN GAINING HIGH PRIORITY AND WAS FUNDED, THE EARLIEST THAT THE FLYOVER COULD BE COMPLETED WOULD BE 1995," HE SAID.

MR LEUNG SAID THIS FLYOVER ORIGINALLY FORMED PART OF THE FIRST PHASE OF A PACKAGE OF MEASURES TO IMPROVE TRAFFIC FLOW ON HIRAM'S HIGHWAY AND CLEAR WATER BAY ROAD.

OTHER WORKS IN THE FIRST PHASE, INCLUDING THE CONSTRUCTION OF A CLIMBING LANE BETWEEN WO MEI AND CLEAR WATER BAY ROAD, ARE NOW NEARING COMPLETION.

"THE FLYOVER, HOWEVER, HAD TO BE EXCLUDED FROM THESE WORKS BECAUSE OF STRONG LOCAL OBJECTIONS TO ITS EXPECTED IMPACT ON THE ΤΑΙ PO TSAI BURIAL GROUND," HE SAID.

THE TRAFFIC AND TRANSPORT COMMITTEE OF THE SAI KUNG DISTRICT BOARD HAD ACCEPTED THE REVISED PROPOSAL FOR THE FLYOVER IN JANUARY 1989 AND WAS ADVISED THAT THIS COULD BE COMPLETED BY MID-1991 PROVIDED NO NEW OBJECTIONS WERE RECEIVED.

"HOWEVER, IN 1990, A BID FOR ADDITIONAL FUNDS то COVER THE INCREASE IN COST DID NOT SUCCEED, AND IN 1991, THE BALANCE OF FUNDS FOR THE FLYOVER WAS DIVERTED TO OTHER MORE URGENT PROJECTS,
