CIVIL SERVICE BRANCH REORGANISED

THE CIVIL SERVICE BRANCH HAS BEEN REORGANISED.
THE SECRETARY FOR THE CIVIL SERVICE, MR BARRIE WIGGHAM, ANNOUNCED THAT WITH EFFECT FROM TODAY (WEDNESDAY). THE BRANCH WOULD PROVIDE A ONE-STOP SERVICE FOR GOVERNMENT DEPARTMENTS AND BE BETTER 'QUIPPED TO DEAL WITH DEPARTMENTAL ISSUES.
MR WIGGHAM NOTED THAT THE CSB WAS FORMERLY ORGANISED ON A FUNCTIONAL BASIS AND WAS HIGHLY COMPARTMENTALISED.
THE MAIN FEATURE OF THE REORGANISATION WAS THE MERGER OF ITS MAIN FUNCTIONAL DIVISIONS AS FAR AS POSSIBLE SO THAT FROM NOW ON DEPARTMENTS NEED CONTACT ONLY ONE DIVISION ON MOST OCCASIONS.
"THIS IS ACHIEVED BY THE SETTING UP OF FIVE DEPARTMENTAL DIVISIONS TO TAKE UP MATTERS PREVIOUSLY DEALT WITH BY THE PAY AND CONDITIONS OF SERVICE DIVISION, APPOINTMENTS DIVISTONS AS WELL AS . STAFF MANAGEMENT AND DISCIPLINE DIVISION, MR WIGGHAM SAID.

EACH DEPARTMENTAL DIVISION IS HEADED BY A PRINCIPAL ASSISTANT SECRETARY (PAS), AND EACH DEALS WITH A FULL RANGE OF CSB FUNCTIONS IN RESPECT OF A GROUP OF DEPARTMENTS.
THE PAS IS THE CONTACT POINT BETWEEN DEPARTMENTAL MANAGEMENT AND CSB, AND HAS THE RESPONSIBILITY AND THE AUTHORITY TO DEAL WITH THE FULL RANGE OF ISSUES RELATING TO APPOINTMENTS, PAY STRUCTURE AND CONDITIONS OF SERVICE, STAFF MANAGEMENT, STAFF DISCIPLINE, STAFF COMPLAINTS AND DIRECTORATE SUCCESSION FOR THE GROUP OF DEPARTMENTS IN HIS OR HER SCHEDULE.
"THE PAS IS EXPECTED TO WORK CLOSELY WITH DEPARTMENTAL MANAGEMENT AND BE FAMILIAR WITH MANAGEMENT PROBLEMS IN HIS GROUP OF DEPARTMENTS," MR WIGGHAM SAID.
"THE NEW SET-UP WILL FACILITATE THE EVOLUTION OF A BALANCED AND BROAD CSB VIEW AT AN EARLY STAGE IN THE CONSIDERATION OF ANY SETS OF PROBLEM," HE SAID.
APART FROM THE DEPARTMENTAL DIVISIONS, THERE WOULD BE THREE FUNCTIONAL DIVISIONS TO DEAL WITH SERVICE-WIDE MATTERS. THEY ARE THE STAFF RELATIONS DIVISION, THE MANAGEMENT DIVISION AND THE DEVELOPMENT DIVISION. THE ADMINISTRATIVE SERVICES DIVISION AND THE GENERAL GRADES DIVISION HAVE NOT BEEN AFFECTED BY THE CHANGE.
MR WIGGHAM SAID STRUCTURAL CHANGES WERE NOT THE ONLY AREA BEING PURSUED. THE OTHER AREA OF CHANGE WAS THE DELEGATION OF MORE AUTHORITY TO HEADS OF DEPARTMENTS FOR THEM TO MANAGE HUMAN RESOURCES MORE EFFECTIVELY.
ALSO COMING INTO EFFECT TODAY IS THE CHANGE OF THE CHINESE NAME OF THE BRANCH TO ONE WHICH REFLECTS MORE ACCURATELY THE ROLE OF THE BRANCH: 公務員事務科 THE CHINESE TITLE OF THE SECRETARY FOR THE CIVIL SERVICE HAS ALSO BEEN CHANGED CORRESPONDINGLY TO "^".
