The Honourable Mr Justice David Stronach HUNTER
Mr Justice Hunter was called to the Bar in 1951, became a Queen's Counsel 1971 and a Middle Temple Bencher in 1979. He joined the High Court Bench in Hong Kong in 1982 and became ச Justice of Appeal in 1987. In addition to his High Court duties he has been involved in the successful establishment of Hong Kong arbitration centre and in preparatory work for the creation of a Court of Final Appeal in Hong Kong. He is currently on leave in the United Kingdom.

Mr LI Yuet-ting, JP
Mr Li has worked in the Education Department for over 30 years, becoming director in 1987. His service has coincided with a period of rapid expansion in Hong Kong's education system. He has been involved in the planning of universal, free and compulsory education up to the age of 15, the school building programme and a wide range of policies designed to improve the quality of primary and secondary education.
The Honourable Edward Barrie WIGGHAM, JP
Mr Wiggham joined the Hong Kong civil service in 1961 and began his career in the New Territories. He has held a series of important appointments including Deputy Secretary, Home Affairs and Information Branch, Commissioner for Recreation and Culture and Regional Secretary for Hong Kong and Kowloon. In 1986 he was seconded to the British Embassy in Peking and, on return to Hong Kong he was appointed Secretary, General Duties. He took up his present post of Secretary for the Civil Service in April 1990. He was appointed as an official member of the Executive Council in December 1, 1989.
Dr the Honourable WANG Gungwu
Dr Wang is a distinguished historian who has held a number of important academic posts, principally in Singapore, Malaysia and Australia. He became Vice Chancellor of the University of Hong Kong in 1986. Dr Wang was appointed to the Executive Council in January 1990. He is a member of the OMELCO standing panels on Education, Environmental Affairs and Recreation and Culture. Dr Wang is also Chairman of the Environmental Pollution Advisory Committee and the Council for the Performing Arts.
