SCHOOL MANAGEMENT INITIATIVE SCHEME EXPLAINED

IT IS IMPORTANT FOR A SCHOOL TO INFORM THE COMMUNITY IT SERVES - THE STUDENTS, PARENTS, TEACHERS, AND OTHER INTERESTED PARTIES ABOUT ITSELF, ROTARIANS WERE TOLD AT A LUNCH MEETING TODAY (TUESDAY).

THE DIRECTOR OF EDUCATION, MR LI YUET-TING, IN A TALK ON THE SCHOOL MANAGEMENT INITIATIVE SCHEME, TOLD MEMBERS OF THE ROTARY CLUB OF HONG KONG NORTHWEST THAT THIS COULD BE ACHIEVED BY DEVELOPING A "SCHOOL PROFILE" CONTAINING USEFUL INFORMATION AND STATISTICS ABOUT THE SCHOOL.

REFLECT HOW BEST PROGRAMMES AND UTILISED ITS

THE SCHOOL PLAN AND PROFILE TOGETHER WOULD THE SCHOOL HAD DEVISED. ITS EDUCATIONAL RESOURCES, HE SAID.

"AT THE END OF THE DAY, THE COMMUNITY WILL BE CAPABLE OF GIVING DUE RECOGNITION TO WHATEVER EFFORTS PUT IN BY THE SCHOOL IN IMPROVING THE ACADEMIC PERFORMANCE AND THE ALL-ROUND DEVELOPMENT OF ITS STUDENTS THROUGH SUCCESSFUL PLANNING AND IMPLEMENTATION OF A GOOD SCHOOL PROGRAMME, THE DIRECTOR POINTED OUT.

SUCCESS, HE ADDED, WOULD NOT BE MEASURED ON A NORM-REFERENCED BASIS AS A SCHOOL WOULD NOT BE COMPARED WITH ANOTHER.

'I CANNOT EMPHASISE MORE THE MERIT OF THE NEW APPROACH, FOR WITHOUT WHICH THE EFFORTS AND ACHIEVEMENT OF THOSE WORKING IN SCHOOLS WITH INTAKE OF LOW QUALITY STUDENTS WILL NOT BE RECOGNISED, HE SAID.

THE DIRECTOR SAID THAT IN THE COMMITMENT TO LEARNING, AND AN EXPECTATION THAT STUDENTS WOULD DO WELL, MANY SCHOOLS WERE UNHAPPY DEALING WITH LOWER ABILITY STUDENTS BECAUSE THE HONG KONG CERTIFICATE OF EDUCATION EXAMINATION WAS CURRENTLY THE MAIN PERFORMANCE INDICATOR.

THE PUBLIC EXAMINATION SYSTEM BASICALLY ADOPTED A SELECTION AND COMPETITIVE APPROACH WHICH WAS LARGELY BASED ON NORM-REFERENCED PRINCIPLES IN WHICH THE PERFORMANCES OF CANDIDATES WERE COMPARED ONE WITH ANOTHER TO SELECT THOSE WHO SHOULD PROCEED TO THE NEXT STAGE.

"THIS PRACTICE HAS RESULTED IN SOME STUDENTS BEING CONTINUALLY DISCOURAGED BY FINDING THEMSELVES TOWARDS THE BOTTOM OF THEIR CLASS EACH YEAR, EVEN THOUGH THEY MAY HAVE MADE PROGRESS, " MR LI SAID.

CONVERSELY, HE CONTINUED,

ACHIEVE HIGH GRADES WITH REFERENCE

SOME STUDENTS MIGHT CONTINUALLY ΤΟ THE NORM EVEN THOUGH THEIR KNOWLEDGE WAS QUITE LIMITED AND, ΤΟ ADDRESS THE SITUATION, THE EDUCATION COMMISSION RECOMMENDED IN

FOURTH REPORT THE IMPLEMENTATION OF TARGET-RELATED ASSESSMENTS (TRA).

THE TRA, HE SAID, WAS A POSITIVE WAY TO ASSESS PUPILS INDIVIDUAL PROGRESS AGAINST A FRAMEWORK OF CLEARLY DEFINED ATTAINMENT TARGETS.

MR LI ADDED: "I AM SURE THAT THE TRA WHEN FULLY IMPLEMENTED WILL GIVE PROPER RECOGNITION TO STUDENTS' ACADEMIC ACHIEVEMENTS.
