Sir David Wilson, Governor of Hong Kong since April 1987. was Assistant Under-Secretary of State responsible for Asia and the Pacific in the Foreign and Commonwealth Office before taking up his present appointment.

Mr CHAN Wa-shek, ISO, JP
Mr Chan joined the then Prisons Department as a warder in 1951. He rose steadily through the ranks and was appointed Commissioner of Correctional Services in 1985. He has very recently retired from the Commissioner's post.
During his period as Commissioner, Mr Chan has been responsible for the development of a number of rehabilitation programmes, including the Release under Supervision Scheme and the Young Offenders. Assessment Panel. In addition, the Correctional Services Department. has borne the brunt of the influx of Vietnamese boat people, which peaked at 34,000 arrivals in 1989.

The Honourable CHEUNG Yan-lung, OBE, JP
Mr Cheung has been a member of the Legislative Council since 1981 and was made Chairman of the Provisional Regional Council in 1985.
He is the Convenor of the OMELCO Panel on Recreation and Culture and is active on a number of other important panels and working groups. In addition, he has been a prominent figure in New Territories affairs
affairs for many years. His many appointments have included membership of the North District Board and Ex-officio Executive Councillor of the Heung Yee Kuk.
