MRS WONG ADDED THAT THE OTHER MAIN CONCERNS OF THE STAFF WERE BEING ADDRESSED, INCLUDING THE HOSPITAL AUTHORITY'S FUTURE PERSONNEL POLICIES AND THE NEW HOSPITAL MANAGEMENT SYSTEM.

"WITH REGARD TO THE FORMER, THE PROVISIONAL HOSPITAL AUTHORITY WILL SOON ISSUE THE HOSPITAL AUTHORITY'S PERSONNEL POLICIES SUMMARY AND EMPLOYEES' HANDBOOK TO STAFF FOR THEIR COMMENTS.

"THE PROVISIONAL HOSPITAL AUTHORITY IS IN THE PROCESS OF REVISING THE PROPOSED HOSPITAL MANAGEMENT SYSTEM, AND WILL SHORTLY CONSULT CONCERNED STAFF AGAIN, SHE SAID.

REGARDING SUBVENTED HOSPITALS, THE PROVISIONAL HOSPITAL AUTHORITY IS APPROACHING INDIVIDUAL BOARDS OF DIRECTORS TO DISCUSS DETAILED ARRANGEMENTS.

THE BOARDS OF DIRECTORS WILL BE GIVEN A GRACE PERIOD OF ONE YEAR TO CONSIDER WHETHER TO JOIN THE HOSPITAL AUTHORITY AND SEPARATE SUBVENTION OUTSIDE THE HOSPITAL AUTHORITY WILL CEASE AT THE END OF THE THIRD YEAR.

AS REGARDS FEE-CHARGING, MRS WONG STRESSED THAT NO CHANGE TO THE CURRENT FEE-CHARGING BASIS WOULD BE MADE UNTIL A BROAD STRATEGIC PLAN FOR FEES AND WAIVER ARRANGEMENTS HAD BEEN DEVISED IN CONSULTATION WITH THE PROVISIONAL HOSPITAL AUTHORITY.

SHE FURTHER STRESSED THAT UNDER THE HOSPITAL AUTHORITY BILL ITSELF, THERE WAS PROVISION WHICH STATED CLEARLY THAT NO PERSON SHOULD BE PREVENTED, THROUGH LACK OF MEANS, FROM OBTAINING ADEQUATE MEDICAL

TREATMENT.
