PROVISION OF ESCALATOR LINK HAS TO BE JUSTIFIED

THE SECRETARY FOR TRANSPORT, THE HON MICHAEL LEUNG, TOLD THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY) THE PROVISION OF HILLSIDE ESCALATOR LINKS SUCH AS THE MID-LEVELS PROJECT DEPENDED ON THE EFFECTIVENESS OF THE SYSTEM IN RELIEVING TRAFFIC CONGESTION, ENGINEERING FEASIBILITY, AVAILABILITY OF RESOURCES AND PRIORITY IN THE ROAD DEVELOPMENT PROGRAMME.

MR LEUNG WAS GIVING A WRITTEN REPLY TO A QUESTION FROM THE POON CHI-FAI ON WHETHER OTHER AREAS WOULD BE CONSIDERED FOR CONSTRUCTION OF AN ESCALATOR LINK.

HE SAID THE CONDUIT ROAD TO CONNAUGHT ROAD ESCALATOR A PILOT PROJECT RECOMMENDED BY THE TRAFFIC STUDIES COMPLETED TO HELP RELIEVE TRAFFIC CONGESTION IN THE AREA.

LINK WAS IN 1984

WORK ON THIS PROJECT, COSTING $100 MILLION, WOULD START IN AUGUST WITH A VIEW TO COMPLETION IN MID-1992.

THEREAFTER, ITS USE AND EFFECTIVENESS WOULD BE MONITORED AND EVALUATED BEFORE ANY CONCLUSIONS COULD BE REACHED ON THE SUCCESS OF SUCH SCHEMES, HE SAID.

BEFORE CONSIDERING OTHER SIMILAR LINKS, THE GOVERNMENT HAD BE CERTAIN THAT SUCH SYSTEMS WOULD PROVE EFFECTIVE IN RELIEVING TRAFFIC CONGESTION, AND THAT THE TRAFFIC BENEFITS WERE OVERRIDING.

DETAILED STUDIES WOULD HAVE TO BE UNDERTAKEN ΤΟ IDENTIFY ROUTES WHERE THERE WOULD BE A HIGH DEMAND FOR SUCH PEDESTRIAN LINKS AS WELL AS ALIGNMENTS WHICH WERE FEASIBLE IN ENGINEERING TERMS.

MR LEUNG STRESSED THAT THE PRIORITIES IN THE ROAD DEVELOPMENT CONSIDERATIONS.

AVAILABILITY OF RESOURCES AND PROGRAMME WERE ALSO IMPORTANT

REVIEW OF PROFIT CONTROL SCHEME SCHEDULED FOR MID-1990

THE NEXT REVIEW OF THE OPERATION OF THE PROFIT CONTROL SCHEME RELATING TO THE TWO FRANCHISED BUS COMPANIES IS DUE IN MID-1990, THE SECRETARY FOR TRANSPORT, THE HON MICHAEL LEUNG, TOLD THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY).

THE REVIEW WOULD BE COMPLETED BEFORE THE END OF THIS
