PROPER MANAGEMENT OF MULTI-STOREY BUILDINGS URGED

THE EASTERN DISTRICT OFFICER, MR GARY YEUNG, TODAY (SATURDAY) CALLED ON PROPERTY OWNERS AND RESIDENTS TO MAKE COLLECTIVE EFFORTS IMPROVE THE MANAGEMENT OF THEIR BUILDINGS.

ADDRESSING A SEMINAR FOR MEMBERS OF OWNERS' CORPORATIONS AND MUTUAL AID COMMITTEES IN EASTERN DISTRICT, MR YEUNG SAID AS SOCIETY ADVANCED RESIDENTS ATTACHED GREATER IMPORTANCE то THE MANAGEMENT OF BUILDINGS.

HE POINTED OUT THAT THE PROBLEMS OF BLOCKAGE OF FIRE LACK OF MAINTENANCE OF PUBLIC FACILITIES, UNAUTHORISED BUILDING AND IMPROPER MANAGEMENT OFTEN AFFECTED RESIDENTS' SAFETY AND

PROPERTIES.

"IT IS NOW TIMELY FOR PROPERTY OWNERS AND TENANTS TO WORK TOGETHER TO TAKE CARE OF THEIR BUILDINGS AND ADDRESS THE PROBLEMS, HE SAID.

OUTLINING THE GOVERNMENT'S EFFORTS IN THIS AREA, MR YEUNG SAID IT HAD BEEN WORKING ON AN EFFECTIVE LEGAL FRAMEWORK FOR FLAT OWNERS TO LOOK AFTER THEIR PROPERTIES.

"SPECIFIC GUIDELINES FOR THE DRAFTING OF NEW DEEDS OF MUTUAL COVENANT WERE INTRODUCED IN DECEMBER 1987 AND LEGISLATIVE AMENDMENTS ARE BEING MADE TO THE MULTI-STOREY BUILDINGS LOWNERS INCORPORATION) ORDINANCE, HE SAID.

AN ADVISORY COMMITTEE WAS ESTABLISHED IN NOVEMBER 1988 'TO ADVISE THE GOVERNMENT ON PRIVATE BUILDING MANAGEMENT MATTERS AND REVIEW THE EFFECTIVENESS OF THE EXISTING POLICY.

THE CITY AND NEW TERRITORIES ADMINISTRATION ESTABLISHED BUILDING MANAGEMENT CO-ORDINATION TEAMS DISTRICTS TO OFFER ADVICE TO RESIDENTS, MR YEUNG SAID.

ALSO SPEAKING AT THE SEMINAR, A LEGISLATIVE COUNCILLOR, MR CHUNG PUI-LAM, GAVE AN ACCOUNT OF THE WORK OF THE ADVISORY COMMITTEE ON PRIVATE BUILDING MANAGEMENT.

THE SEMINAR WAS CO-ORGANISED BY THE EASTERN DISTRICT OFFICE, THE INDEPENDENT COMMISSION AGAINST CORRUPTION AND THE EASTERN DISTRICT FEDERATION OF MULTI-STOREY BUILDING ORGANISATIONS TO GIVE RESIDENTS A BETTER UNDERSTANDING OF BUILDING MANAGEMENT MATTERS.
