Mr Justice Cons was born in the United Kingdom and Hong Kong Government as a magistrate in 1955. He became Judge in 1966, a High Court Judge in 1972 and a Justice of 1980. He was appointed Vice-President of the Court of Appeal His other appointments have included Chairman of the Committee on Company Law Reform and Chairman of the Committee on Legal Education.

Mr Chambers joined the Hong Kong civil service in 1955. His appointments have included Deputy Secretary for Home Affairs, Deputy Secretary for the New Territories, Secretary General of the Standing Commission on Civil Service Salaries and Conditions of Service and Director of Social Welfare. His last post in the civil service was Secretary for Health and Welfare and he was a member of the Legislative Council from 1984 to 1988. On retirement from the civil service he became Secretary General of the Provisional Hospital Authority. He was made an OBE in 1987.

Mr L joined the Royal Hong Kong Police Force in 1957 and has held a wide range of operational and administrative appointments within the Force. He became Deputy Commissioner of Police for Operations in 1985 and he was appointed Commissioner of Police on December 1, 1989, in succession to Mr Raymon Anning. Mr Li was awarded the Colonial Police Medal in 1981 and the Queen's Police Medal in 1984.
