MR BARNES SAID THE THIRD PROPOSAL IN THE RESOLUTION SOUGHT ΤΟ FURTHER EXTEND THE LIFE OF PART II OF THE ORDINANCE, FROM DECEMBER 19, 1989 TO DECEMBER 18, 1991.
"PART II OF THE ORDINANCE PROVIDES PROTECTION OF RENT CONTROL AND SECURITY OF TENURE TO ABOUT 60,000 POST-WAR DOMESTIC TENANCIES, PLUS AN UNDETERMINED NUMBER OF SUB-TENANCIES, HE SAID.

"AS EXPLAINED EARLIER, IF PART II IS ALLOWED ΤΟ EXPIRE AFTER DECEMBER 18, 1989, THE TENANTS CONCERNED WILL FACE, ON AVERAGE, AN IMMEDIATE RENT INCREASE OF MORE THAN 35 PER CENT AND IN SOME CASES, OF MORE THAN 100 PER CENT.

MR BARNES SAID THE RENT CONTROLS WOULD BE REVIEWED YEAR, TAKING ACCOUNT OF THE STATE OF THE PROPERTY MARKET AND THE SOCIAL AND ECONOMIC CONSEQUENCES.

THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY) APPROVED THE PEAK TRAMWAYS COMPANY BY-LAWS FOR THE MODERNISED TRAMWAY.
MOVING A MOTION UNDER THE PEAK TRAMWAY ORDINANCE, THE SECRETARY FOR TRANSPORT, THE HON MICHAEL LEUNG, SAID THE COMPANY REQUIRED A NEW SET OF BY-LAWS TO REGULATE THE CONDUCT OF PASSENGERS OR THOSE IN THE VICINITY OF TRAMWAY PREMISES SUCH AS STOPS MODERNISED TRAMWAY STARTED OPERATION EARLY NEXT MONTH,
WHEN ITS

THE BY-LAWS ALSO SET OUT THE ARRANGEMENTS FOR THE PASSENGER TICKETS, THE PAYMENT OF FARES AND THE HANDLING OF LOST PROPERTY.
THEY ALSO PROHIBITED THE CARRIAGE OF FIREARMS AND DANGEROUS SUBSTANCES IN TRAMWAY PREMISES.
MR LEUNG ADDED THAT THE ENFORCEMENT PROCEDURES AND THE PENALTIES FOR THE CONTRAVENTION OF THE BY-LAWS WERE ALSO PRESCRIBED.
THE MAXIMUM PENALTY WOULD BE A FINE OF $5,000 AND IMPRISONMENT FOR SIX MONTHS.
THE EXISTING PEAK TRAMWAY BY-LAWS, WHICH WERE MADE WOULD BE REPEALED.
