THE GOVERNMENT WAS CRITICISED IN THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY) FOR SHOWING LITTLE DETERMINATION AND COMMITMENT TO IMPROVING THE STANDARD AND QUALITY OF KINDERGARTEN EDUCATION AND FOR ALLOWING A GRADUAL DETERIORATION IN THE STATE OF AFFAIRS IN THIS IMPORTANT, THOUGH ELEMENTARY, SECTOR OF EDUCATION.

THE CRITICISM CAME FROM THE HON SELINA CHOW WHO CONCENTRATED ON PRE-PRIMARY EDUCATION IN THE MOTION DEBATE ON THE WELFARE OF CHILDREN IN HONG KONG.

NOTING THAT ONLY 0.024 PER CENT OF THE GOVERNMENT'S TOTAL EXPENDITURE IN THE YEAR 1988-89 WAS SPENT ON KINDERGARTEN EDUCATION, MRS CHOW SAID THE AUTHORITIES' FAILURE OR REFUSAL ΤΟ DO MORE HAD DENIED THE YOUNG PARENTS OF THESE CHILDREN AN EDUCATION SERVICE WHICH THEY REGARDED AS NOT ONLY DESIRABLE BUT NECESSARY.

MRS CHOW ALSO CRITICISED THE "TOTALLY CLOSED-DOOR NATURE" OF THE WORKING GROUP SET UP TWO YEARS AGO TO LOOK AT THE IMPLEMENTATION OF THE RECOMMENDATIONS ON PRE-PRIMARY SERVICES CONTAINED IN THE EDUCATION COMMISSION REPORT NO.2.
