AMBITIOUS TRANSPORT PROJECTS UNVEILED

THE SECRETARY FOR TRANSPORT, THE HON MICHAEL LEUNG, TODAY (WEDNESDAY) UNVEILED IN THE LEGISLATIVE COUNCIL AMBITIOUS TRANSPORT INFRASTRUCTURE PROGRAMMES TO MEET HONG KONG'S GROWING DEMAND FOR IMPROVING THE MOBILITY OF PEOPLE AND GOODS.

SPEAKING IN THE RESUMED BUDGET DEBATE, MR LEUNG SAID THE SECOND COMPREHENSIVE STUDY HAD FORECAST THE NEED FOR THREE MAJOR TRUNK ROADS AND THREE RAILWAY LINKS TO KEEP HONG KONG MOVING INTO 21ST CENTURY.

CHAU BORDER CROSSING AND THE CONTAINER PORT, AND THE URBAN AREAS OF KOWLOON AND HONG KONG ISLAND:

A COASTAL TRUNK ROAD LINKING CAUSEWAY BAY TO ABERDEEN VIA THE WESTERN SIDE OF HONG KONG ISLAND TO TAKE THROUGH TRAFFIC AWAY FROM THE PRIMARY DISTRIBUTORS AND LOCAL ROADS;

A NEW ROUTE EXTENDING THE HUNG HOM BYPASS FROM TSIM SHA TSUI TO KWUN TONG;

AN EXTENSION OF THE MASS TRANSIT RAILWAY FROM LAM TIN TO JUNK BAY;

A NEW RAILWAY LINKING THE NORTH-WEST NEW TERRITORIES WITH THE URBAN AREAS; AND

* A NEW URBAN RAIL HARBOUR CROSSING.

MR LEUNG SAID THAT A GREEN PAPER ON TRANSPORT POLICY WOULD BE TABLED IN THE COUNCIL SOON, AMONG OTHER THINGS IT WOULD OUTLINE A PACKAGE OF OPTIONS FOR THE INFRASTRUCTURE BUILDING PROGRAMME IDENTIFIED IN THE CTS-2 STUDY,

"AN ESSENTIAL FEATURE OF THE STUDY IS THE DEVELOPMENT OF A COMPUTERISED TRANSPORT MODEL WHICH CAN BE UPDATED REGULARLY ΤΟ TAKE INTO ACCOUNT FUTURE CHANGES IN POLICIES, PLANS AND CIRCUMSTANCES.

"IMPORTANT DATA SUCH AS THE LOCATIONS OF FUTURE PORT AIRPORT DEVELOPMENT WILL BE FED INTO THE MODEL SO THAT AN OPTIMUM PRACTICAL ROAD AND RAIL NETWORK CAN CONTINUE TO BE DEVISED TO WITH CHANGING NEEDS, HE SAID.

MR LEUNG STRESSED THAT THE GOVERNMENT WAS FIRMLY COMMITTED TO THE CONTINUED DEVELOPMENT OF ADEQUATE TRANSPORT INFRASTRUCTURE.

OVER THE PAST 10 YEARS MORE THAN $38 BILLION HAD BEEN SPENT IN EXPANDING HONG KONG'S ROAD AND RAILWAY NETWORK.
