A SUCCESSFUL FACELIFT FOR KWUN TONG

THE KWUN TONG DISTRICT INDUSTRIAL BUILDING MANAGEMENT CO-ORDINATION COMMITTEE (IBMCC) HAS ACCOMPLISHED THE TARGET OF IMPROVING 12 INDUSTRIAL BUILDINGS ONE YEAR AFTER ITS ESTABLISHMENT, THE KWUN TONG DISTRICT OFFICER, MR CHRIS WAN, SAID THIS (FRIDAY) EVENING.

ADDRESSING A MEETING OF THE KWUN TONG ROTARY CLUB, MR WAN SAID THE COMMITTEE WAS ESTABLISHED IN MAY 1988 UNDER THE KWUN TONG DISTRICT MANAGEMENT COMMITTEE TO PROVIDE HELP, ADVICE AND ENCOURAGEMENT TO THOSE OWNERS EAGER TO IMPROVE THE MANAGEMENT OF

THEIR PREMISES.

THE COMMITTEE, CHAIRED BY MR WAN, COMPRISES REPRESENTATIVES FROM THE DISTRICT LANDS OFFICE, BUILDINGS ORDINANCE OFFICE, THE POLICE, AND THE FIRE SERVICES, URBAN SERVICES, CIVIL ENGINEERING, LABOUR AND ENVIRONMENTAL PROTECTION DEPARTMENTS.

THE EXECUTIVE WORK OF THE COMMITTEE 13 CARRIED OUT BY AN INDUSTRIAL BUILDING MANAGEMENT CO-ORDINATION TEAM SECONDED то THE DISTRICT OFFICE FROM THE HOUSING DEPARTMENT,

MR WAN SAID THE COMMITTEE STARTED ITS WORK BY CONDUCTING AN INITIAL SURVEY ON 33 INDUSTRIAL BUILDINGS IN THE DISTRICT. THEY WERE SELECTED FROM 300-ODD INDUSTRIAL BUILDINGS WHICH WERE THE SUBJECT OF RELATIVELY MORE COMPLAINTS ABOUT BUILDING MANAGEMENT.

"FOLLOWING THE SURVEY, THOSE BUILDINGS WHERE THE OWNERS' CORPORATIONS HAD THE RESOLUTION, CAPABILITY AND SINCERITY FOR BETTER BUILDING MANAGEMENT WERE THEN IDENTIFIED FOR IMPROVEMENT IN BATCHES, HE ADDED.

MR WAN NOTED THAT A YEAR OF HARD WORK BY THE COMMITTEE HAD BROUGHT ABOUT A FACELIFT TO THE FIRST BATCH OF 12 BUILDINGS.

ITS ACHIEVEMENTS INCLUDED RECTIFICATION OF CHOKED DRAINS AND UNAUTHORISED DRAINAGE CONNECTIONS; REPAIRS OF SPALLING

ON CANOPY SLABS AND STAIRCASES; REMOVAL OF OBSTRUCTIONS IN REAR LANES AND FIRE ESCAPES; RECTIFICATION OF WATER DRIPPING FROM COOLING TOWERS AND AIR CONDITIONERS; REPAIRS OF BROKEN DRAIN PIPES, WINDOWS, SMOKE DOORS AND CABLES, AS WELL AS IMPROVEMENTS TO LIGHTING AND VENTILATION SYSTEM.

MR WAN POINTED OUT THAT THE COMMITTEE BASED ITS WORK ON THREE MAJOR PRINCIPLES.

"FIRSTLY," HE EXPLAINED, "THE COMMITTEE BELIEVES THAT PROPER BUILDING MANAGEMENT IS A RESPONSIBILITY OF THE PROPERTY OWNERS.

"SECONDLY, THE COMMITTEE IS ΤΟ PROVIDE AN EFFECTIVE LEGISLATION AND ADMINISTRATIVE FRAMEWORK TO ENABLE ALL PROPERTY OWNERS TO MANAGE THEIR BUILDINGS, AND WHEN NECESSARY,

ΤΟ CO-ORDINATE INTER-DEPARTMENTAL EFFORTS, SUCH AS PERSUASION AND WARNING OR EVEN TAKING ENFORCEMENT ACTION AGAINST UNCO-OPERATIVE OWNERS.
