MR LEUNG SAID THE
GOVERNMENT HAD BREN GIVING PUBLICITY THROUGH THE MEDIA TO PROMOTE "DEFENSIVE DRIVING" AMONG DRIVERS. THIS WAS ALSO A FEATURE OF THE FRANCHISED BUS COMPANIES' DRIVER TRAINING TO REDUCE THE FREQUENCY OF HARD BRAKING.
HE SAID THE GOVERNMENT HAD NO INTENTION OF INTRODUCING CONTROLS UNDER THE NOISE CONTROL ORDINANCE TO COVER BRAKING NOISE AS IT WOULD BE IMPRACTICAL.
BRAKE SQUEAL WAS
MR LEUNG POINTED OUT.
ASSOCIATED WITH THE USE OF DRUM BRAKES,
IT COULD BE CAUSED BY INCORRECT ADJUSTMENT, DIRT OR WEAR AND TEAR TO BRAKE LININGS AND BRAKE SHOES, OVERHEATING OF BRAKE DRUMS FROM HEAVY USAGE OR DESIGN FAULTS IN BRAKE SYSTEMS.
USAGE.
OFTEN THE SQUEAL OCCURRED WHEN BRAKES WERE COOLING AFTER HEAVY
IT WAS MORE PREVALENT IN HONG KONG BECAUSE OF TRAFFIC CONDITIONS, HILLY TERRAIN, THE EFFECTS OF HIGH TEMPERATURES AND HUMIDITY AND HEAVY LOADINGS WHICH CAUSED MORE WEAR AND TEAR THAN WAS EXPERIENCED ELSEWHERE, MR LEUNG SAID.
AMENDMENTS PROPOSED ON BURGLAR ALARM CONTROL
THE ADMINISTRATION HAS DRAFTED PROPOSED AMENDMENTS TO THE POLICE FORCE ORDINANCE AND THE SUMMARY OFFENCES ORDINANCE TO PROVIDE BETTER CONTROL OVER BURGLAR ALARMS.
THIS HAD BEEN DONE ON THE ADVICE OF THE FIGHT CRIME COMMITTEE, AND THE PROPOSALS WILL BE SUBMITTED TO THE EXECUTIVE COUNCIL SHORTLY.
THE LEGISLATIVE COUNCIL WAS INFORMED OF THIS TODAY {WEDNESDAY) BY THE SECRETARY FOR SECURITY, THE HON GEOFFREY BARNES, IN A WRITTEN REPLY TO A QUESTION FROM THE HON TAM YIU-CHUNG.
MR BARNES SAID THE PROPOSALS INCLUDED:
* EMPOWERING THE POLICE TO EXAMINE ALARM SYSTEM AND MAKE RECOMMENDATIONS FOR THEIR IMPROVEMENT. FAILURE TO CO-OPERATE WITH THE POLICE AND TO COMPLY WITH THE RECOMMENDATIONS WOULD RESULT IN LIABILITY TO A FINE; AND
* PROVIDING FOR ALL AUDIBLE ALARMS TO BE FITTED WITH A
TO CUT OFF THE SOUND AFTER 15 MINUTES.
