ADVISORY COMMITTEE TODAY (TUESDAY) DISCUSSED PROPOSALS TO RAISE THE LEVEL OF FIXED PENALTY FINES FOR TRAFFIC OFFENCES TO STRENGTHEN THE DETERRENT EFFECT OF FIXED PENALTY TICKETS,

IT WAS PROPOSED THAT THE FINE FOR PARKING AND OTHER MINOR TRAFFIC OFFENCES BE INCREASED FROM $140 TO $200 WHILE THAT FOR THE MORE SERIOUS TRAFFIC OFFENCES BE RAISED FROM $200 TO $280.

THE COMMITTEE NOTED THAT THERE HAD BEEN A SIGNIFICANT IN THE NUMBER OF OVERLOADING OFFENCES IN THE PAST FEW YEARS 1,644 IN 1985 TO 23,641 IN 1987.

IT WAS PROPOSED THAT THE FINE FROM THE PRESENT $200 TO $450.

THE TAC ALSO DISCUSSED THE PROPOSAL TO INCLUDE THE OFFENCE OF OVERLOADING IN THE DRIVING OFFENCE POINTS SYSTEM.

MEMBERS FELT THAT THE PROPOSAL TO IMPOSE DRIVING OFFENCE POINTS ON GOODS VEHICLE DRIVERS FOR SERIOUS OVERLOADING OFFENCES SHOULD BE EXAMINED IN CONJUNCTION WITH EFFORTS TO IDENTIFY MEASURES TO HOLD VEHICLE OWNERS RESPONSIBLE FOR SUCH OFFENCES.

MEMBERS WERE INFORMED OF A PROPOSAL TO ADVANCE THE EXTENSION OF THE SEAT BELT LEGISLATION TO GOODS VEHICLES.

ORIGINALLY, IT WAS PLANNED THAT GOODS VEHICLES MANUFACTURED ON OR AFTER JANUARY 1, 1990 WOULD BE REQUIRED ΤΟ BE FITTED WITH SEAT BELTS.
