THE 1987 DECREASE WAS THE FIRST TO BE RECORDED IN SEVERAL YEARS, ACCORDING TO A REPORT PUBLISHED BY THE POLICE COMPLAINTS AND INTERNAL INVESTIGATIONS BRANCH.
THE 1987 TOTAL OF 3,885 COMPLAINTS WITH 4,533 IN 1986, A DECREASE OF 648.

MR MARTIN BROWN, CHIEF STAFF OFFICER IN THE COMPLAINTS AND INTERNAL INVESTIGATION BRANCH, COMMENTED: 'IN GENERAL TERMS THE NUMBER OF SUBSTANTIATED COMPLAINTS COMPARED WITH PREVIOUS YEARS HAS REMAINED ROUGHLY THE SAME AT ABOUT EIGHT PER CENT.'*

''REGARDING FALSE COMPLAINTS IT IS RECORDED THAT HAVE BEEN PROSECUTED SO FAR FOR MAKING FALSE COMPLAINTS ORIGINATING IN 1987 AND 11 HAVE BEEN CONVICTED, RECEIVING SENTENCES RANGING FROM FINES TO A PERIOD OF THREE MONTHS IMPRISONMENT.''
MR BROWN NOTED THAT OVER 91 PER CENT OF COMPLAINANTS REPORTED THEIR COMPLAINTS DIRECTLY TO POLICE. THIS METHOD OF REPORTING HAD SHOWN A STEADY INCREASE OVER THE PAST THREE YEARS AND WAS A REFLECTION OF THE CONFIDENCE THE PUBLIC HAD IN THE EFFECTIVENESS OF THE COMPLAINTS INVESTIGATION PROCESS.
DURING 1987 COMPLAINTS AGAINST POLICE OFFICE CONTINUED WITH THEIR LECTURES ON BOTH COMPLAINT PREVENTION AND INVESTIGATION. A SECOND CAPO VIDEO ON HOW COMPLAINTS ARISE WAS PRODUCED AND IS AT PRESENT BEING SHOWN TO MEMBERS OF THE FORCE.
