MR HO SAID EVEN THOUGH THE REPORT ON YOUTH POLICY INDICATED THERE WERE NUMEROUS OPPORTUNITIES OUTSIDE SCHOOL HOURS FOR YOUNG PEOPLE TO PARTICIPATE IN ALL SORTS OF EXTRA-CURRICULAR SOCIAL AND SPORTS ACTIVITIES, SADLY, NOT MANY YOUTHS ACTUALLY TOOK PART OR CONSIDERED THEM WORTHWHILE ACTIVITIES.
THIS WAS BECAUSE SUCH ACTIVITIES DID NOT CONTRIBUTE DIRECTLY TO WHAT THE YOUNG PEOPLE BELIEVED TO BE CRITERIA FOR ACADEMIC ACHIEVEMENT.
AS FOR PARENTS WHO WERE GUILTY OF NEGLECTING THEIR CHILDREN, MR HO SAID THEY COULD BE HELPED BY FAMILY-LIFE EDUCATION CLASSES SPONSORED BY THE SOCIAL WELFARE DEPARTMENT AND BY VOLUNTARY ORGANISATIONS. BUT THEN THE PARENTS WHO PARTICIPATED IN THESE ACTIVITIES WERE BY DEFINITION THE MOTIVATED ONES.
