(44) Upon
Upon establishment of the OLI, the Government should meet the cost of accommodation,
essential equipment, administration and core staff, etc., to the extent that this cannot be met through student fees.
(45) The Government should meet the cost of setting up the
OLI. The Planning Committee should submit
submit detailed estimates of these costs at an early date.
(46) The PC should consider, in consultation with the UPGC and the Administration, how any Government funding of the OLI other than setting up costs should be carried out, given the differences in situation between the OLI and the existing UPGC-funded institutions.
(47) The OLI should set its own fees, inconsultation with
the Government.

(48) The PC should consider in consultation with the
Administration, the possibility of a
the possibility of a student financing scheme to assist students in appropriate cases.

Staff training
(49) In planning a strategy for the training of tutors and of senior academic staff, the PC should pursue contacts already made by the Administration with the Croucher Foundation and the UK International Extension College, in addition to other available sources.

Planning Committee for the OLI
(50) The PC should aim at the first intake of the students in 1989, even though this might entail the OLI's programme commencing on a relatively small scale.
(51) The PC should make a comprehensive report to the Government on its progress in implementing its terns of reference, in the light of these guidelines, in sufficient time to allow the target date in guideline (50) to be met.
