Consortium approach and alternatives

(9) The OLI should be regarded

as

consortium of participating institutions (see further guideline (16) below).

(10) Students should enrol in the OLI itself, not in

participating institution.

(11) Awards to students should be in the name of the OLI.

compact as is compatible with efficiency.

(16) "Membership" or "participation" in the OLI should be

understood to be at two levels. The first be the operational level material and providing tutors for OLI students. Institutions participating in this way should be termed OLI contributors. Contributors would not be confined to the UPGC-Funded institutions, but would include local or

any

overseas body commissioned by the OLI for a specific purpose. The second level of participation would be formal membership, i.e. the holding of a seat or seats on the OLI Council. Such participation should termed "Formal membership". "Participating institution" unless otherwise specified, should be understood to mean "formal member".

(17) All institutions of post-secondary and tertiary education which are funded through the UPGC should be invited by the PC to participate as formal members of

the OLI.

(18) All potential formal members of the OLI should be asked by the PC to subscribe to the aims and objectives of the OLI set out in paragraph Ver.S.42 of ECR 2 as a pre-condition of inclusion ia the Council. That is, they should accept a commitment tu the aims of the OLI
