ASSOCIATED COMMUNITY FACILITIES FOR SOME 32,000 PEOPLE A 12.5 HECTARES SITE AT AP LEI CHAU, CONSISTING OF PART OF THE EXISTING SHELL OIL DEPOT SITE, AND PART OF THE HEC POWER STATION SITE.
THE RELOCATION AND DEVELOPMENT PACKAGE HAS MANY GOVERNMENT SPOKESMAN SAID TODAY (THURSDAY).
ADVANTAGES, A
FIRSTLY, THE REMOVAL OF THE EXISTING OIL DEPOTS, WHICH ARE NO LONGER COMPATIBLE WITH PRESENT DEVELOPMENT IN KWUN TONG AND AP LEI CHAU, WILL IMPROVE THE PHYSICAL ENVIRONMENT OF THESE AREAS, AS WELL AS PRODUCING SUBSTANTIAL ADDITIONAL HOUSING TO MEET HONG KONG'S LONGER-TERM REQUIREMENTS.
IN ORDER TO CARRY THE ADDITIONAL TRAFFIC THAT WILL BE GENERATED BY THE ADDITIONAL POPULATION IN AP LEI CHAU, A SECOND BRIDGE BETWEEN AP LEI CHAU AND ABERDEEN WILL BE BUILT.
SECONDLY, THE RELOCATION WILL ALSO YIELD AN EXCELLENT SITE FOR CONSTRUCTING MUCH NEEDED INFRASTRUCTURAL FACILITIES IN KWUN TONG, INCLUDING A SEWAGE TREATMENT PLANT AND A PUBLIC CARGO HANDLING AREA AND LAND FOR THE KWUN TONG BYPASS, WHICH IS AN IMPORTANT ROAD LINK BETWEEN THE TATE'S CAIRN TUNNEL AND THE EASTERN HARBOUR CROSSING.
THIRDLY, IN ADDITION TO THE SUBSTANTIAL PREMIUM INCOME THAT THE GOVERNMENT WILL OBTAIN FROM THIS LAND EXCHANGE PACKAGE, THE COSTS OF RELOCATION, WHICH WOULD HAVE TO BE BORNE BY THE GOVERNMENT IF THE EXISTING SHELL OIL DEPOTS IN KWUN TONG AND AP LEI CHAU WERE MOVED FOR ENVIRONMENTAL REASONS, WILL NOW BE BORNE EXTIRELY BY THE DEVELOPER.
IN REACHING ITS DECISION, THE EXECUTIVE COUNCIL HAD PAID PARTICULAR ATTENTION TO THE FINDINGS OF STUDIES UNDERTAKEN BY INDEPENDENT CONSULTANTS ON ENVIRONMENTAL IMPACT AND HAZARD ASSESSMENT OF THE PROPOSED SHELL OIL TERMINAL AT TSING YI, THE SPOKESMAN ADDED.
FROM
THE ENVIRONMENTAL IMPACT STUDY CONCLUDED THAT THE PROPOSED SHELL OIL PRODUCTS TERMINAL AT TSING YI WILL HAVB MINIMAL ENVIRONMENTAL IMPACT; AND THAT HONG KONG AS A WHOLE WILL BENEFIT THE RELOCATION OF TWO LESS THAN IDEAL SITES AT KWUN TONG AND AP LEI CHAU TO A SITE WHICH IS BETTER ON ENVIRONMENTAL AND PUBLIC SAFETY GROUNDS.
TO
THE RISK ASSESSMENT STUDY CONCLUDED THAT, IF SHELL'S OIL INSTALLATIONS ARE LOCATED ON THE WEST COAST OF TSING YI, THE RISKS TSING YI RESIDENTS ARE NEGLIGIBLE, BECAUSE OF THE SEPARATION DISTANCES INVOLVED AND THE NATURAL TOPOGRAPHY OF THE ISLAND, I.E. A MOUNTAIN RIDGE SEPARATING THE OIL TERMINAL FROM THE RESIDENTIAL AREA TO ITS NORTH-EAST.
A TRAFFIC MANAGEMENT SCHEME WHICH WOULD DIRECT DANGEROUS VEHICLES CLEAR OF CENTRES OF POPULATION AS FAR AS IS PRACTICABLE
