+THE FINAL SIGNING OF THE CONTRACT IS A REFLECTION OF THE IR CO-OPERATION AND THE IMPORTANCE THAT OWNERS HAVE ATTACHED TO THE IR OWN LIVING ENVIRONMENT, HE SAID.
HE SAID ONE OF THE PRIMARY AIMS OF THE BMCT WAS TO STIMULATE SELF-HELP PROGRAMMES AMONG OWNERS AND TENANTS IN BUILDING MANAGEMENT.
WHILE OWNERS CORPORATIONS WERE EFFECTIVE MANAGEMENT BODIES IN PRIVATE BUILDINGS, THEIR EFFECTIVENESS WAS OFTEN HAMPERED BY A WIDE RANGE OF PROBLEMS, HE SAID,
THE MORE COMMON ONES WERE THE APATHETIC ATTITUDE OF INDIVIDUAL OWNERS IN BUILDING MANAGEMENT AND THE DIFFICULTY IN COLLECTING MANAGEMENT FEES OR CONTRIBUTIONS TOWARDS MAINTENANCE COST.
TO TACKLE THESE PROBLEMS, MR CHENG CALLED ON BUILDING OWNERS TO BE MORE FAR-SIGHTED AND TO GET MORE INVOLVED IN BUILDING MANAGEMENT.
HE SUGGESTED THAT THE CO-OWNERS OF A BUILDING SHOULD CONSIDER SETTING UP A MAINTENANCE FUND TO PROVIDE THE FINANCIAL BASIS FOR MAJOR MAINTENANCE WORKS IN THE LONG RUN.
+PROPER AND REGULAR MAINTENANCE HAS IMPORTANT BEARING ON THE PHYSICAL STATE AS WELL AS THE MARKET VALUE OF THE IR BUILDING, + HE SAID.
MR CHENG SAID OF THE 30 TARGET BUILDINGS IDENTIFIED BY THE BMCT LAST YEAR FOR IMPROVEMENT ACTIONS, 11 HAD ACHIEVED SATISFACTORY PROGRESS.
ANOTHER 15 BUILDINGS, HE SAID, HAD RECENTLY BEEN INSPECTED BY THE TEAM AND WERE INCLUDED IN THE TARGET LIST AFTER CONSULTATION WITH THE DISTRICT BUILDING MANAGEMENT CO-ORDINATION COMMITTEE AND THE DISTRICT BOARD.
