MR LEEDS SAID THE AIM OF THE STUDY WAS TO DETERMINE WHAT POLICIES AND INVESTMENT IN TRANSPORT FACILITIES WERE REQUIRED TO ACHIEVE AN OPTIMAL BALANCE BETWEEN DEMAND FOR AND SUPPLY OF TRANSPORT INFRASTRUCTURES AND SERVICES UP TO THE YEAR 2001.
THE STUDY IS ESTIMATED TO COST $8.4 MILLION AND WILL BE COMPLETED IN 18 MONTHS.
IT WILL PRODUCE AN IMPROVED PLANNING TOOL FOR FUTURE TRANSPORT INFRASTRUCTURE INVESTMENT PROPOSALS OR TRANSPORT PLANNING OPTIONS.
THE FIRST COMPREHENSIVE TRANSPORT STUDY, WHICH STARTED IN 1973, WAS COMPLETED IN 1976. MOST OF ITS MAJOR RECOMMENDATIONS WERE ACCEPTED AND IMPLEMENTED BY THE GOVERNMENT.
THE SECOND STUDY WILL TAKE INTO CONSIDERATION NEW ROAD AND RAIL NETWORK OPTIONS AND THOSE THAT HAVE BEEN CONSIDERED PREVIOUSLY SUCH AS:
A NEW ROUTE BETWEEN THE NORTHWEST NEW TERRITORIES AND TSUEN WAN :
* A NEW WATERFRONT ROUTE BETWEEN WAN CHAI AND WESTERN:

WEST KOWLOON EXPRESSWAY LINKING TSUEN WAN AND WEST KOWLOON:
ROUTE 7 ALONG THE WESTERN COAST OF HONG KONG ISLAND TO ABERDEEN;
* FUTURE RAIL EXTENSIONS TO THE NORTHWEST NEW TERRITORIES
AND JUNK BAY &

EXTENSION OF THE MTR ISLAND LINE TO WESTERN DISTRICT:
TATE'S CAIRN TUNNEL; AND AN ADDITIONAL ROAD LINK ACROSS THE HARBOUR.
+THE STUDY WILL TAKE INTO ACCOUNT RESOURCE LIMITATIONS AND CONSIDER DIFFERENT IMPLEMENTATION PROGRAMMES FOR NEW TRANSPORT INFRASTRUCTURES TO MATCH DIFFERENT RESOURCE CONSTRAINTS, + MR LEEDS
SAID.
+IT WILL ALSO EXAMINE THE EFFECTS OF DELAYING CERTAIN IMPROVEMENTS TO, OR EXPANSION OF, THE TRANSPORT NETWORK, AND WAYS TO AMELIORATE THE ADVERSE EFFECTS,+ HE ADDED.
THE STUDY WILL MAKE USE OF THE DATA ALREADY AVAILABLE FROM MANY RECENT STUDIES. LIMITED SURVEYS WILL BE CARRIED OUT TO PROVIDE DATA ON CURRENT CHANGES IN DEVELOPMENT AND TRAVEL PATTERNS SO THAT THE EXISTING TRANSPORT MODEL WILL BE REVIEWED AND UPDATED.
RECENT ADVANCES IN BOTH COMPUTER TECHNOLOGY AND TRANSPORT MODELLING TECHNIQUES WILL ALSO BE INCORPORATED TO ALLOW SPEEDY ACTION IN ANALYSING INFORMATION AND TESTING POLICY OPTIONS.
