ROLE OF LAND DEVELOPMENT CORPORATION OUTLINED

THE LAND DEVELOPMENT CORPORATION (LDC) SHOULD BE AN EFFECTIVE WEAPON IN THE FIGHT AGAINST URBAN BLIGHT, THE DIRECTOR OF BUILDINGS AND LANDS, MR CHAMSON CHAU, SAID TODAY (WEDNESDAY).

MR CHAU SAID THAT FOLLOWING DETAILED CONSIDERATION BY A STEERING GROUP SET UP BY THE LAND AND BUILDING ADVISORY COMMITTEE, RECOMMENDATIONS CONCERNING THE FORMATION OF A LAND DEVELOPMENT CORPORATION TO PROMOTE URBAN REDEVELOPMENT WOULD SHORTLY BE CONSIDERED BY THE GOVERNOR IN COUNCIL.

IT WAS CONSIDERED ESSENTIAL THAT THE LDC SHOULD BE AN INDEPENDENT STATUTORY BODY ESTABLISHED BY MEANS OF AN ORDINANCE.

THE CORPORATION SHOULD HAVE A BOARD CONSISTING OF A CHAIRMAN, THE CORPORATION'S CHIEF EXECUTIVE, AND UP TO SEVEN MEMBERS,

THE BOARD SHOULD INCLUDE AT LEAST TWO MEMBERS REPRESENTING THE GOVERNMENT, HE SAID IN A LUNCHEON SPEECH TO THE ROTARY CLUB OF KOWLOON WEST.

THE CHIEF EXECUTIVE WOULD BE ANSWERABLE TO THE BOARD, BUT WOULD RUN THE CORPORATION ON A DAY-TO-DAY BASIS. REPORTING TO THE CHIEF EXECUTIVE WOULD BE THREE SECTIONS CONCERNED WITH HOUSING, PROJECT MANAGEMENT AND BUILDING MANAGEMENT.

MR CHAU SAID THE OBJECTIVES OF THE CORPORATION WOULD BE:

TO IMPROVE THE QUALITY AND ECONOMIC BENEFITS OF DEVELOPMENTS BY ASSEMBLING LARGER SITES;

* TO ENSURE EQUITABLE TREATMENT OF TENANTS;

* TO PROVIDE IMPROVED COMMUNITY FACILITIES, INCLUDING

BETTER TRAFFIC CIRCULATION;

* TO ENCOURAGE PARTICIPATION OF LAND OWNERS IN THE

DEVELOPMENT PROCESS,

TO SPEED UP PRIVATE SECTOR DEVELOPMENT IN SELECTED AREAS; AND

TO MINIMISE THE NEED FOR DIRECT GOVERNMENT SUBSIDIES, AND THE APPLICATION OF COMPULSORY ACQUISITION POWERS.

ON ACQUISITION, MR CHAU SAID THE CORPORATION WOULD BE EXPECTED TO NEGOTIATE WITH EXISTING PROPERTY OWNERS FOR THE ACQUISITION OF PROPERTY WITHIN AREAS IDENTIFIED TO BE IN NEED OF REDEVELOPMENT.

IT WOULD BE EXPECTED TO ACQUIRE A MAJORITY OF THE PROPERTIES WITHIN AN AREA TO BE REDEVELOPED THROUGH NEGOTIATIONS.
