PROPER AND REGULAR BUILDING MAINTENANCE IS AN ESSENTIAL ELEMENT OF GOOD BUILDING MANAGEMENT WHICH NOT ONLY PROLONGS THE LIFE OF A STRUCTURE, BUT ALSO CREATES A SAFE AND PLEASANT ENVIRONMENT FOR RESIDENTS, SAID THE YAU MA TEI DISTRICT OFFICER, MR AUGUSTINE CHENG, WHO SUPERVISES THE DISTRICT'S BUILDING MANAGEMENT CO-ORDINATION TEAM (BMCT).

HEADED BY A HOUSING MANAGER ON SECONDMENT FROM THE HOUSING DEPARTMENT, THE BMCT WAS SET UP IN MAY LAST YEAR FOLLOWING RECOMMENDATIONS MADE IN A REPORT ON A PILOT SCHEME ON PRIVATE BUILDING MANAGEMENT CONDUCTED IN YAU MA TEI IN 1982.

THE SCHEME IDENTIFIED, AMONG OTHER THINGS, THE NEED TO ESTABLISH A SPECIAL GOVERNMENT TEAM ON A DISTRICT BASIS TO ASSIST AND ADVISE BUILDING MANAGEMENT ORGANISATIONS AND RESIDENTS TO IMPROVE MANAGEMENT AND ENVIRONMENTAL STANDARDS IN THEIR BUILDINGS, MR CHENG SAID.

IN YAU MA TEI, HE SAID, THERE WERE ABOUT 1 300 PRIVATE RESIDENTIAL BUILDINGS, 51 PER CENT OF WHICH WERE BUILT BEFORE 1965.

+MOST OF THESE AGING BUILDINGS SUFFER FROM VARIOUS DEGREES OF

POOR MANAGEMENT, HE ADDED,

THERE WERE POTENTIAL FIRE AND HEALTH HAZARDS; ILLEGAL ALTERATIONS TO MEANS OF ESCAPE; UNAUTHORISED STRUCTURES ON ROOFTOPS AND POOR MAINTENANCE OF COMMON PARTS, HE POINTED OUT.
