THERE IS NO LACK OF RESPONSE TO RECRUITMENT EXERCISES FOR POLICE INSPECTORS, BUT THE SUCCESS RATE OF BOTH LOCAL AND OVERSEAS CANDIDATES REMAINS LOW, THE ATTORNEY GENERAL, THE HON MICHAEL THOMAS, SAID IN THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY).

REPLYING TO QUESTIONS FROM DR THE HON CONRAD LAM, MR THOMAS SAID, IT WAS NOT THOUGHT NECESSARY TO INTRODUCE ADDITIONAL MEASURES TO REDUCE THE NUMBER OF EXISTING VACANCIES - RATHER NEW MEASURES WERE AIMED AT ATTRACTING AN INCREASED NUMBER OF SUITABLE LOCAL APPLICANTS,

MR THOMAS SAID THE VACANCY POSITION HAD REMAINED AT ONLY TWO-AND-A-HALF PER CENT OR LESS IN THE LAST THREE YEARS.

+ IT IS OF COURSE NOT POSSIBLE TO ACHIEVE FULL ESTABLISHMENT IN ANY LARGE ORGANISATION RESIGNATIONS, RETIREMENTS AND CREATION OF NEW POSTS INEVITABLY MEAN THERE WILL BE VACANCIES ON ANY PARTICULAR DAY.

+ INDEED IN THE CIVIL SERVICE OVERALL, THE VACANCY POSITION IS ABOUT THREE PER CENT, HE ADDED.

MR THOMAS POINTED OUT THAT TO BE CONSIDERED FOR APPOINTMENT, CANDIDATES WERE REQUIRED TO MEET CERTAIN MINIMUM REQUIREMENTS ON SUCH MATTERS AS AGE, ACADEMIC QUALIFICATIONS AND PHYSICAL CHARACTERISTICS.

APPOINTMENTS WERE MADE FROM A RIGOROUS SELECTION PROCEDURE DESIGNED TO TEST COMMON-SENSE, MATURITY, SELF-CONFIDENCE, LEADERSHIP POTENTIAL, ENGLISH LANGUAGE ABLITY AND PHYSICAL FITNESS.
