FOR THIS, THE GOVERNMENT OF THE SPECIAL ADMINISTRATIVE REGION+. PEUPLE'S REPUBLIC OF CHINA EXPRESSES ITS UNDERSTANDING.

FOR THE CONVENIENCE OF TRAVELLING ABROAD BY PERSONS HAVING THE RIGHT OF ABODE IN HONG KONG AFTER 30 JUNE 1997, THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA WILL, WHEN NECESSARY, STATE TO THE GOVERNMENTS OF THIRD COUNTRIES THAT HOLDERS OF TRAVEL DOCUMENTS CARRYING THE ENDORSEMENT AS REFERRED TO IN THE UNITED KINGDOM MEMORANDUM WILL BE ABLE TO RETURN TO THE HONG KONG SPECIAL ADMINISTRATIVE REGION AFTER 30 JUNE 1997.

WORKING PARTY MAKES PROPOSALS ON STREAMLINING JSEA

RECOMMENDATIONS HAVE BEEN MADE BY A WORKING PARTY TO STREAMLINE THE OPERATION OF THE JUNIOR SECONDARY EDUCATION ASSESSMENT (JSEA) SYSTEM BEFORE IT IS PHASED OUT IN 1991. THE WORKING PARTY ON THE REVIEW OF THE JSEA SYSTEM, APPOINTED BY THE DIRECTOR OF EDUCATION IN MARCH 1985, HAS ALSO RECOMMENDED A NEW MEANS OF PLACEMENT TO REPLACE THE JSEA FROM 1991.

THE WORKING PARTY HAS PROPOSED THAT DURING THE PERIOD 1986-1990, SYMMETRICAL SCHOOLS (NAMELY, THOSE WITH THE SAME NUMBER OF CLASSES IN FORMS 1 TO 5) SHOULD BE GIVEN THE RESPONSIBILITY TO SELECT THEIR OWN FORM 3 STUDENTS FOR PROMOTION TO FORM 4, PROVIDED THAT AN AVERAGE OF 95 PER CENT OR MORE OF THE IR FORM 3 STUDENTS IN THE PAST THREE YEARS HAVE QUALIFIED FOR A FORM 4 PLACE UNDER THE JSEA SYSTEM.

IF THE PROPOSAL IS ACCEPTED, THESE SCHOOLS WOULD NOT BE REQUIRED TO SUBMIT INTERNAL ASSESSMENT RESULTS FOR SCALING. THE IR FORM 3 STUDENTS WOULD STILL HAVE TO TAKE THE SCALING TEST TOGETHER WITH OTHER FORM 3 STUDENTS, BUT ONLY IN ORDER TO PROVIDE VALUABLE DATA FOR MONITORING AND RESEARCH PURPOSES.

THIS EXEMPTION FROM SUBMISSION OF INTERNAL ASSESSMENT RESULTS WOULD NOT APPLY TO ASYMMETRICAL SCHOOLS (THOSE WITH FEWER CLASSES IN FORM 4 THAN IN FORM 3) BECAUSE NOT ALL OF THEIR STUDENTS CAN BE ACCOMMODATED IN THE IR OWN FORM 4, AND ASSESSMENT RESULTS WILL THEREFORE BE NEEDED FOR ALLOCATING SOME OF THEIR STUDENTS TO OTHER SCHOOLS.
