BECAUSE OF LIMITED STAFF RESOURCES, THE DEPARTMENT RECOMMENDS THAT CONSULTANTS BE EMPLOYED TO ASSIST ITS TRAFFIC AND TRANSPORT SURVEY DIVISION TO CARRY OUT THE PROPOSED STUDY. THE $8.4 MILLION SOUGHT INCLUDES CONSULTANTS' FEES, STAFF AS WELL AS EQUIPMENT, COSTS.

THE FIRST CTS, WHICH PROJECTED TRAVEL DEMAND UP TO 1991 AND MAPPED OUT MEASURES REQUIRED TO MEET IT, WAS COMPLETED IN 1976.

BASED ON THE RESULTS OF THIS STUDY, MUCH INVESTMENT HAD BEEN MADE IN EXPANDING TRANSPORT FACILITIES, THAT IS THE ELECTRIFICATION AND DOUBLE-TRACKING OF THE KCR, CONSTRUCTION OF THE TSUEN WAN AND ISLAND LINES OF THE MTR, THE ISLAND EASTERN CORRIDOR, THE ABERDEEN TUNNEL AND THE AIRPORT TUNNEL.

IN ADDITION, FISCAL MEASURES WERE ADOPTED TO CURB CAR USE AND OWNERSHIP.

A SECOND STUDY IS NOW NECESSARY BECAUSE MOST OF THE MEASURES RECOMMENDED IN THE FIRST CTS HAVE ALREADY BEEN IMPLEMENTED. IN VIEW OF THE SIGNIFICANT LEAD TIME FOR PLANNING AND CONSTRUCTION OF MAJOR ITEMS OF TRANSPORT INFRASTRUCTURE, IT IS NECESSARY TO CONSIDER THE MEASURES REQUIRED TO MEET THE PREDICTED TRAVEL DEMAND BEYOND 1991.

DEVELOPMENT OF NEW COMPUTER PACKAGES AND TECHNIQUES SINCE 1976 MAKES IT POSSIBLE FOR THE SECOND STUDY TO IMPROVE THE RELIABILITY OF THE EXISTING CTS MODEL AND TO INCORPORATE RESULTS OF MAJOR TRANSPORT SURVEYS DONE OVER THE PAST FEW YEARS INTO THIS MODEL. A PRIORITY PROGRAMME FOR FUTURE TRANSPORT INVESTMENT, A FEATURE MISSING IN THE FIRST CTS MODEL, CAN ALSO BE BUILT IN.

FOR SHORT-TERM ANALYSIS, THE SECOND CTS CAN PROJECT THE TRANSPORT DEMAND FOR 1991 AND THE CORRESPONDING REQUIREMENT FOR TRANSPORT INFRASTRUCTURE. IT CAN ALSO BALANCE TRAFFIC DEMAND WITH NETWORK CAPACITY TAKING INTO ACCOUNT THE LIMITED RESOURCES AVAILABLE.

FOR MEDIUM AND LONG-TERM ANALYSIS, THE SECOND STUDY CAN PREDICT THE TRANSPORT DEMAND BY 1996, AND TENTATIVELY FOR 2001. IT WILL EXAMINE WAYS OF REDUCING TRANSPORT DEMAND TO A LEVEL COMPATIBLE WITH THE AFFORDABLE NETWORK THEN AND DEVELOP A TRANSPORT INFRASTRUCTURE DEVELOPMENT PROGRAMME WITH THE PRIORITIES FOR THE FIVE-YEAR PERIOD 1991 TO 1996 AND ANOTHER TENTATIVE PROGRAMME FOR THE PERIOD 1996 AND 2001.
