PRIORITY URGED FOR EDUCATION AND SOCIAL WELFARE

WHEN DRAFTING THE BUDGET ESTIMATES, THE GOVERNMENT SHOULD GIVE PRIORITY TO EDUCATION AND SOCIAL WELFARE SERVICES, THE HON LIU LIT-FOR SAID TODAY (THURSDAY).

SPEAKING DURING THE BUDGET DEBATE IN THE LEGISLATIVE COUNCIL, MR LIU SAID HE WARMLY WELCOMED THE FAIRLY SUBSTANTIAL SUM ALLOCATED TO EDUCATION ITEMS.

HE WAS PARTICULARLY PLEASED THAT THE FINANCIAL SECRETARY INDICATED IN THE MEDIUM-RANGE FORECAST THAT THE FINANCIAL IMPLICATIONS OF THE EDUCATION COMMISSION'S SUGGESTIONS, WHICH HAD BEEN ACCEPTED, WOULD BE TAKEN CARE OF.

HE URGED THE GOVERNMENT TO PAY DUE ATTENTION TO THE FURTHER SUGGESTIONS AND REQUIREMENTS OF THE EDUCATION COMMISSION AND TO GIVE PROPER CONSIDERATION TO THE ALLOCATION OF MORE RESOURCES.

MR LIU NEXT COMMENTED ON A LONG PENDING QUESTION AS SUGGESTED IN THE NO 1 REPORT OF THE EDUCATION COMMISSION, THAT OF OFFERING A BACHELOR OF EDUCATION DEGREE COURSE TO HEADMASTERS OF PRIMARY SCHOOLS.

+EVERYONE KNOWS THAT THE SIGNIFICANCE OF THE QUALITY OF PRIMARY EDUCATION IS NO LESS THAN THAT OF SECONDARY SCHOOL EDUCATION,+ MR LIU SAID.

+THEREFORE, IT IS MOST URGENT TO TRAIN ADMINISTRATIVE PERSONNEL IN PRIMARY SCHOOLS AND CAPABLE LEADERS TO LEAD PRIMARY SCHOOL TEACHERS.

+1 HOPE THAT THIS LONG-AWAITED AND MODEST SUGGESTION WILL BE APPROVED AND IMPLEMENTED THIS YEAR TO ANSWER THE DEMAND,+ HE SAID.

TURNING TO SCHOOL SOCIAL WORK, MR LIU NOTED THAT THE SERVICE HAD BEEN WELL RECEIVED BY THE EDUCATION SECTOR AND RESULTS SO FAR WERE QUITE GOOD.

HOWEVER, ACCORDING TO THE RESULT OF SURVEYS AND OTHER RESEARCH, THE PRESENT SERVICE WAS UNABLE TO MEET THE DEMAND.

MR LIU HOPED THAT THIS MEANINGFUL SERVICE WOULD BE REVIEWED AND STRENTHENED AT AN OPPORTUNE TIME SO THAT THE QUALITY OF LOCAL EDUCATION WOULD BE FURTHER IMPROVED.

REGARDING SOCIAL WELFARE, HE DOUBTED IF THE SO-CALLED STANDARD COST COULD BE APPLIED TO ALL SERVICES BECAUSE BY CLASSIFYING SERVICES INTO CATEGORY I AND CATEGORY II THE AUTHORITIES HAD TO MAKE AN OBJECTIVE JUDGEMENT.
