'VALUE FOR MONEY' STUDIES ACHIEVE SAVINGS

ABOUT $430 MILLION HAS BEEN SAVED AS A RESULT OF 70 +VALUE FOR MONEY+ STUDIES, ONE OF THE MEASURES UNDERTAKEN BY THE GOVERNMENT TO IMPROVE EFFICIENCY AND PRODUCTIVITY IN THE PUBLIC SERVICE, THE GOVERNOR, SIR EDWARD YOUDE, SAID THIS (FRIDAY) EVENING.
THESE STUDIES INVOLVED THE FORMING OF DEPARTMENTAL STEERING GROUPS WHICH IDENTIFIED PRIORITY AREAS FOR EXAMINATION, MONITORED PROGRESS AND FOLLOWED THROUGH ON PLANS FOR ACHIEVING ECONOMIES.
+1 AM PLEASED THAT OUR EFFORTS HAVE ACHIEVED A CONSIDERABLE DEGREE OF SUCCESS. THROUGH THE JOINT EFFORTS OF MANAGEMENT AND STAFF WORK HAS BEEN RE-ORGANISED AND PRODUCTIVITY INCREASED, MAKING IT POSSIBLE TO STABILISE THE SIZE OF THE CIVIL SERVICE AND HAVE ONLY MINIMAL STAFF INCREASES FOR THE LAST THREE YEARS,+ HE SAID.
SPEAKING AT THE SILVER JUBILEE DINNER OF THE HONG KONG MANAGEMENT ASSOCIATION, SIR EDWARD SAID THAT ANOTHER MEASURE ADOPTED ALONG THE SAME LINE HAD BEEN TO SEEK THE HELP OF THE STAFF.
MANY DEPARTMENTAL WORK IMPROVEMENT TEAMS HAD BEEN FORMED THAT WERE COMPOSED OF FRONT-LINE STAFF AND THEIR SUPERVISORS.
+THEY MEET REGULARLY TO DISCUSS THEIR WORKING ARRANGEMENTS AND TO SEE HOW BETTER SERVICE MIGHT BE PROVIDED TO THE PUBLIC.
+THUS SUGGESTIONS LEADING TO IMPROVEMENT FREQUENTLY ORIGINATE FROM THE FRONT-LINE STAFF THEMSELVES.
+AS A RESULT, THEY FEEL A SENSE OF PERSONAL INVOLVEMENT AND JUSTIFIABLE PRIDE IN THE IR WORK, HE SAID.
EMPHASIS ING FURTHER ON THE IMPORTANCE PLACED ON MANAGEMENT TRAINING, SIR EDWARD SAID SPECIAL ATTENTION WAS BEING PAID TO TRAINING OFFICERS IN MID-CAREER FOR SENIOR DIRECTORATE

+SINCE ITS INCEPTION IN SEPTEMBER 1984, THERE HAVE BEEN THREE SENIOR STAFF COURSES AND A FURTHER THREE WILL BE COMPLETED BEFORE THE END OF THE YEAR, HE SAID.
+BY THAT TIME A TOTAL OF 188 CIVIL SERVANTS WILL HAVE PASSED THROUGH THE COURSE, HE ADDED.
CIVIL SERVANTS COULD ALSO ATTEND IN-HOUSE MANAGEMENT TRAINING PROGRAMMES CONDUCTED BY THE CIVIL SERVICE TRAINING CENTRE AND PROGRAMMES SPONSORED BY OTHER LOCAL AND OVERSEAS TRAINING INSTITUTIONS.
SIR EDWARD SAID THAT IT WAS IMPORTANT THAT THE CIVIL SERVICE CONTINUED TO MAKE USE OF THESE EXTERNAL COURSES AS IT ENABLED IT TO KEEP ABREAST OF THE LATEST DEVELOPMENTS IN MANAGEMENT PRACTICE OUTSIDE THE PUBLIC SERVICE.
