+RATHER, A WHOLE SCHOOL APPROACH IS ADVOCATED WHICH UTILISES ALL THE LEARNING OPPORTUNITIES AVAILABLE IN BOTH THE FORMAL AND INFORMAL CURRICULUM AND THE ETHOS OF THE SCHOOL OR THE HIDDEN CURRICULUM, + MR LAM SAID.
THE GUIDELINES WERE BEING PRODUCED IN LINE WITH THE 1984 WHITE PAPER ON THE FURTHER DEVELOPMENT OF REPRESENTATIVE GOVERNMENT IN HONG KONG+ WHICH RECOGNISED THE NEED FOR THE PUBLIC TO BE EDUCATED MORE EFFECTIVELY TO COPE WITH THE IMPLICATIONS ARISING FROM PROPOSAL FOR DEVELOPING THE LOCAL SYSTEM OF GOVERNMENT, MR LAM SAID.
+ IN APPLYING THIS PRINCIPLE TO SCHOOLS, THE EDUCATION DEPARTMENT, IN CONSULTATION WITH THE CURRICULUM DEVELOPMENT COMMITTEE, REVIEWED ITS CIVIC EDUCATION PLAN EARLY THIS YEAR AND CONFIRMED THAT THE INTER-DISCIPLINARY APPROACH, UTILISING ALL THE LEARNING OPPORTUNITIES IN THE FORMAL CURRICULUM, SHOULD CONTINUE TO FORM THE BASIS FOR THE DEVELOPMENT OF THIS TOPIC IN SCHOOLS.
+THIS APPROACH SHOULD BE SUPPLEMENTED BY EXTRA-CURRICULAR ACTIVITIES WHICH GIVE PRACTICAL EXPRESSION THROUGH COMMUNITY SERVICE PROJECTS TO CLASSROOM CONCEPTS,
+ IN ADDITION, IT WAS RECOGNISED THAT THE HIDDEN CURRICULUM IS A POTENT INFLUENCE ON PUPILS DEVELOPMENT, ESPECIALLY IN THE FORMATION OF ATTITUDES, HE SAID,
MR LAM ALSO EMPHASISED THE NEED TO TAKE INTO ACCOUNT THE WAY IN WHICH HARMONIOUS RELATIONSHIPS BETWEEN SCHOOL AUTHORITIES, STAFF, PUPILS AND PARENTS MIGHT BE FOSTERED.
THE OVERALL CIVIC EDUCATION PLAN WAS ENDORSED BY THE BOARD
OF EDUCATION AND THE EDUCATION COMMISSION, HE ADDED.
TO ADVISE SCHOOLS ON PROMOTING CIVIC EDUCATION THROUGH THE SCHOOL CURRICULUM, THE +GUIDELINES ON CIVIC EDUCATION IN SCHOOL- COMPILED BY THE CURRICULUM DEVELOPMENT COMMITTEE OF THE EDUCATI DEPARTMENT, WOULD BE ISSUED TO ALL SCHOOLS, INCLUDING KINDERGARTE PRIMARY AND SECONDARY SCHOOLS TOMORROW (TUESDAY).

SPEAKING ON THE IMPLEMENTATION OF CIVIC EDUCATION IN THE FORMAL SCHOOL CURRICULUM, THE ASSISTANT DIRECTOR OF EDUCATION (CHIEF INSPECTOR OF SCHOOLS), DR Y.F. KONG, SAID IT WAS TAUGHT PRINCIPALLY THROUGH SOCIAL STUDIES IN PRIMARY SCHOOLS AS AN INTEGRAL PART OF THE PRIMARY SCHOOL CURRICULUM WHILE RELATED SUBJECTS SUCH AS SUCT STUDIES, ECONOMICS AND PUBLIC AFFAIRS, ECONOMICS, RELIGIOUS EDUCATION, GEOGRAPHY, HISTORY AND CHINESE HISTORY WERE PURSUED I SECONDARY SCHOOLS.
