CAD EXPLAINS DECISION ON DRAGONAIR

THE CIVIL AVIATION DEPARTMENT ISSUED THE FOLLOWING STATEMENT TODAY CONCERNING THE APPLICATION BY DRAGONAIR TO OPERATE A CHARTER SERVICE:

DRAGONAIR HAVE APPLIED TO OPERATE B737 PASSENGER CHARTER FLIGHTS TWICE-DAILY TO PEKING AND ONCE-DAILY TO SHANGHAI. THIS LEVEL OF SERVICE IS FAR IN EXCESS OF THE SCHEDULED AIR SERVICES TO THESE POINTS. NON-SCHEDULED SERVICES ARE NORMALLY APPROVED TO SUPPLEMENT SCHEDULED SERVICES.

IT IS ACKNOWLEDGED THAT THE SCHEDULED AIR SERVICES TO PEKING AND SHANGHAI DO NOT MEET THE PUBLIC DEMAND. EFFORTS HAVE BEEN MADE FOR SOME TIME TO AGREE WITH THE CHINESE AERONAUTICAL AUTHORITIES FOR ADDITIONAL SCHEDULED SERVICES TO CATER TO THE DEMAND AND TO ALLOW CATHAY PACIFIC AIRWAYS TO EXERCISE THE RIGHTS MADE AVAILABLE BY ITS LICENCE GRANTED BY THE AIR TRANSPORT LICENSING AUTHORITY TO OPERATE SCHEDULED SERVICES TO PEK ING AND SHANGHAI (DRAGONAIR HAVE APPLIED TO THE ATLA FOR A LICENCE TO OPERATE SCHEDULED SERVICES TO PEKING AND SHANGHAI BUT THE HEARING OF THE APPLICATION HAS YET TO TAKE PLACE). TO THIS END, A FURTHER ROUND OF TALKS HAS BEEN ARRANGED TO TAKE PLACE IN PEKING ON SEPTEMBER 2 BETWEEN OFFICIALS OF THE UNITED KINGDOM AND CHINESE GOVERNMENTS. IF NEW ARRANGEMENTS CAN BE AGREED TO PROVIDE FOR ADDITIONAL SCHEDULED SERVICES, THERE WILL PROBABLY BE NO CASE TO APPROVE NON-SCHEDULED SERVICES.

THE DRAGONAIR APPLICATION HAS THEREFORE BEEN DISAPPROVED BECAUSE OF THE SCALE OF THE SERVICES PROPOSED AND THE TIMING OF THE CHARTER FLIGHTS: THE DAY BEFORE THE NEGOTIATIONS BEGIN IN PEKING. THE MATTER WILL BE REVIEWED IN THE LIGHT OF THE OUTCOME OF THESE DISCUSSIONS.

THE SENIOR CIVIC EDUCATION WAS EVERYBODY'S RESPONSIBILITY, ASSISTANT DIRECTOR OF EDUCATION (SCHOOLS AND SERVICES), MR T.L. LAM, SAID TODAY (MONDAY) WHEN INTRODUCING THE NEWLY-PUBLISHED +GUIDELINES ON CIVIC EDUCATION IN SCHOOLS+.

HE SAID WITHIN THE CONTEXT OF THE SCHOOL IT SHOULD NOT BE TREATED AS JUST ANOTHER SUBJECT WHICH WAS THE EXCLUSIVE RESPONSIBILITY OF A PARTICULAR MEMBER OR MEMBERS OF STAFF.
