IN APPROVING THE SALARY INCREASES, THE FINANCE COMMITTEE NOTED THAT SALARIES FOR STAFF IN SOME DEFICIENCY SUBVENTED ORGANISATIONS WHOSE PAY STRUCTURE IS DIRECTLY LINKED TO THE CIVIL SERVICE, SUCH AS THE UNIVERSITIES, THE POLYTECHNIC AND SOME HOSPITALS, WILL ALSO HAVE TO BE RAISED.

APPROPRIATE ADJUSTMENTS WILL BE MADE TO THE SUBVENTIONS WHERE

NECESSARY.

SUPPLEMENTARY PROVISION OF $29 MILLION WILL BE NEEDED TO IMPLEMENT THE NEW PAY STRUCTURE FOR THE REMAINDER OF THE CURRENT FINANCIAL YEAR.

ANOTHER RECOMMENDATION CONTAINED IN THE REPORT, WHICH HAD ALSO BEEN ENDORSED BY THE EXECUTIVE COUNCIL, WAS TO UPGRADE FROM D4 TO D5 THE HEADS OF FIVE DEPARTMENTS -- CORRECTIONAL SERVICES, CUSTOMS AND EXCISE, IMMIGRATION, INDUSTRY AND TRADE.

IT FOLLOWED A CAREFUL EXAMINATION OF THE EXISTING CLASSIFICATION OF DEPARTMENTS AGAINST GRADING FACTORS WHICH SHOWED THAT ALL DEPARTMENTS WERE CORRECTLY GROUPED WITH THE EXCEPTION OF THE FIVE.
