Mr Lobo has a long and impressive record of public service
in a variety of fields. He is a member of the Executive
Council and the Senior Unofficial Member of the Legislative
Council.

Mr Thomas became Attorney General in Hong Kong in June 1983.
Prior to that he had had a distinguished career at the Bar and had served as Junior Counsel to the Ministry of Defence and
the Treasury in admiralty matters.

Mr Chan joined the Government as a Pupil Engineer in
In October 1980 he was promoted to Director of
Engineering Development Department and to Secretary,
Government Secretariat in July, 1984.
The Hon. Mr Justice LEONARD
Mr Justice Leonard joined the Hong Kong Judiciary in 1957 as Magistrate. He became a District Judge in 1970, a High Court Judge in 1971 and a Justice of Appeal in 1980. He retired in mid 1984.
