WITHIN THE SUMS FINALLY MADE AVAILABLE IT IS UP TO HEADS OF DEPARTMENTS AND THE SECRETARIAT TO CONSIDER HOW BEST TO ALLOCATE THE REDUCED APPROPRIATIONS, SHE SAID.

+ IF AND WHEN UNOFFICIALS HAVE MINISTERIAL RESPONSIBILITY AUTHORITY - IT WILL BE APPROPRIATE FOR THE MINISTER OF EDUCATION TO ANSWER THE QUESTION OF WHICH SCHOOL SHOULD BE CUT BECAUSE WHEN THAT DAY COMES THE DIRECTOR OF EDUCATION AND HIS DEPARTMENT WILL ADVISE AND ANSWER TO THE MINISTER.

SHE RECALLED THAT IN OCTOBER 1980 SHE RECOMMENDED THAT INDIVIDUAL UNOFFICIAL MEMBERS SHOULD BE INVITED TO EXERCISE A SUPERVISORY-CUM-MONITORING-ROLE OVER THE PERFORMANCE AND NEEDS OF INDIVIDUAL DEPARTMENTS OR GROUPS OF DEPARTMENTS AND GOVERNMENT WAS AT THAT TIME UNWILLING TO CONSIDER ANY REAL CHANGE IN THE ROLE OF UNOFFICIALS.
SHE SAID THAT IT WAS NOW WIDELY ACCEPTED THAT WE MUST ADVANCE TOWARDS A MORE REPRESENTATIVE FORM OF GOVERNMENT.
STRESSING THAT THIS COULD NOT BE A PURELY COSMETIC CHANGE, SHE SAID, IT MUST INVOLVE A GRADUAL TRANSFER OF REAL POWER FROM OFFICIALS TO THE UNOFFICIALS, SOMEHOW SELECTED AS REPRESENTATIVES OF THE PEOPLE.+
+ IT SEEMS TO ME THAT WE SHOULD BE CONSIDERING NOW ADAPTATION TO THE SYSTEM SO THAT THEY CAN BE WELL AND TRULY IMPLEMENTED BEFORE THE END OF THIS DECADE,+ SHE ADDED.
+THERE ARE MANY DIFFICULT QUESTIONS TO BE TACKLED AND THEY WON'T GET ANY EASIER TO ANSWER WITH THE PASSAGE OF TIME,+ SHE WARNED.
