THE 52-PAGE STUDY REPORT POINTS OUT THAT REALISATION OF THE POTENTIAL FOR FUTURE GROWTH IS FINANCIALLY PRACTICABLE. AS EXPECTED LAND REVENUES WOULD EXCEED PUBLIC SECTOR COSTS BY A CONSIDERABLE MARGIN.
