(12) OPPORTUNITIES FOR STUDY AT DEGREE LEVEL SHOULD BE

EXPANDED.

(13) ENTRY QUALIFICATIONS TO POST SECONDARY INSTITUTIONS SHOULD

BE HARMONISED.

(14) HONG KONG IS WELL SUITED FOR A SYSTEM OF EDUCATION BY

RADIO AND TV.

(15) THE WHOLE QUESTION OF SPECIAL EDUCATION SHOULD BE STUDIED

IN GREATER DEPTH THAN THAT ACHIEVED IN THE REPORT.

(16) EDUCATION FOR HANDICAPPED CHILDREN SHOULD NOT BE A

+SERVICE+. IT SHOULD BE INTEGRATED INTO THE MAIN STREAM OF EDUCATION.

(17) INDIVIDUAL NEEDS OF HANDICAPPED CHILDREN, RATHER THAN

THEIR CATEGORISATION, SHOULD BE THE FOCUS OF EDUCATION FOR THE HANDICAPPED.

(18) THE CAREER STRUCTURE OF TEACHERS IN SPECIAL EDUCATION SHOULD BE IMPROVED TO ATTRACT AND RETAIN SUITABLE PERSONNEL.

(19) THE QUALITY OF TEACHERS SHOULD BE IMPROVED.

(20) THE CONCEPT OF THE HONG KONG TEACHING SERVICES IS SUPPORTED

AS ONE OF THE WAYS TO MPROVE TEACHER QUALITY,

(21) AGREED THAT THERE IS A STRONG CASE FOR EXPANSION OF

TRAINING AT THE TECHNICIAN/CRAFTSMAN LEVEL.

(22) THE IMPORTANCE OF ARTS SUBJECTS SHOULD BE EMPHASISED.

THEY SHOULD NOT BE TREATED AS INFERIOR TO SCIENCE SUBJECTS (POINTS NOT COVERED IN THE REPORT).

(23) THE SEVERE LACK OF PROPERLY MANAGED SCHOOL LIBRARIES,

PUBLIC READING AND STUDY ROOMS SHOULD BE REMEDIED.

(24) WITHOUT BEING IN BREACH OF STANDING ORDER NO. 23, AS A

GENERAL OBSERVATION, WE AGREE THAT MONEY SPENT ON EDUCATION IS MONEY WELL INVESTED IN THE FUTURE OF HONG KONG.

FATHER MCGOVERN ALSO GAVE HIS PERSONAL VIEWS ON THE REPORT BY QUOTING A LETTER TO THE EDITOR OF THE SOUTH CHINA MORNING POST (MAY 13, 1983) BY MRS E. ELLIOT.

MRS ELLIOT WAS QUOTED AS SAYING:
